Tender Quality Score

This tender for training services is generally well-structured, with clear eligibility criteria and a defined process. However, it lacks specific technical and financial requirements, and the evaluation criteria are not disclosed, impacting its overall completeness and fairness.

Score Breakdown

Legal Compliance75/100

The tender adheres to basic legal requirements by specifying a CPV code, organization, and a clear procedure. Deadlines are provided, though the submission deadline might be considered short given the need for registration and document download. Regulatory compliance is implied by the mention of Ofqual regulation.

Clarity80/100

The description of the required service (Level 5 Housing Management Qualification) is clear, and the purpose of the procurement is well-explained. The eligibility criteria are explicitly stated. However, the absence of specified evaluation criteria introduces ambiguity.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, duration, and contract start date. However, the lack of specific technical and financial requirements, and the absence of content for attached documents, reduces its completeness.

No document content available
Missing technical capability requirements
Fairness85/100

The use of a free e-tendering system promotes fairness. The estimated value is disclosed, and the procedure is open competition. However, the lack of specified evaluation criteria makes it difficult for bidders to understand how their submissions will be assessed, potentially impacting fairness.

No evaluation criteria specified
Practicality65/100

The tender mandates e-submission via the 'in-tend' system, which is a standard practice. A contact email is provided for assistance. However, the contract start date is very close to the submission deadline, which might be impractical for contract finalization and mobilization.

Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. The dates provided (submission deadline, contract start, contract duration) are logically consistent. There are no indications of suspension or disputes.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, innovation focus, or EU funding, which are common elements in modern sustainability considerations.
