Original Tender Description

Contract for the Provision of Security Services. The successful Supplier awarded the Contract will be responsible for providing the service for Derby City Council and Derby Homes. The service will deliver a comprehensive security provision that identifies and mitigates all potential risks, ensuring the protection of people, property, and assets while safeguarding the interests of the Council. It will adopt a proactive, customer-focused approach, with security staff treating customers, visitors, and colleagues with dignity and respect at all times. The contract will provide a cost-effective, value-for-money solution that fully meets the Council's operational and financial requirements. All security staff will be directly employed by the service provider, with no sub-contracting permitted other than for the installation and removal of CCTV. In addition, the contractor will maintain a local operational office to ensure effective management, responsiveness, and continuity of service. The procurement will be run under the Competitive Flexible Procedure. This will consist of two (2) stages: Stage 1 - Invitation to Participate This will be the PSQ stage that suppliers complete to be set up on the Central Digital Platform such as their economic and financial standing and their technical/ professional ability. The Council will also ask scored and weighted questions to arrive at a shortlist of a maximum of the five highest scoring suppliers to take to Stage 2. Stage 2 - Invitation to Submit Final Tenders Suppliers successful from Stage 1 will be invited to submit their tenders which will consist of their pricing, quality and social value methodologies. Local Government Reorganisation (LGR) is underway in several areas across the country and may result in changes to council structures, service delivery and responsibilities, and geographical coverage during the life of the contract. For this contract it is anticipated that the effects of LGR may lead to an increased service demand or the need to extend provision to new areas or client groups. For further details please visit the government website: https://www.gov.uk/government/collections/local-government-reorganisation-policy-and-programme-updates The core value is £8,080,092.54 (Excluding VAT) based on current known service requirements. Due to the potential impact of the Local Government Reorganisation this value may rise from Year 3. Therefore, the total contract value may rise to £10,504,120.29 (Excluding VAT) £12,604,944.36 (Including VAT). These figures are estimations and due to only being in the early stages of the process the Council cannot give any commitment on these figures but would like to build scope into the Contract should the need arise. If Suppliers are successful and invited to Stage 2, they will be required to demonstrate how the additional requirements could be accommodated and to provide indicative pricing for potential future increases in provision. This information will not be scored but will be used to inform forward planning and ensure the Contract remains scalable and flexible. Further details are in the tender pack on https://www.eastmidstenders.org/ Please note suppliers wishing to express interest and obtain the documentation must do so by 12:00 on Thursday 26th March 2026. Tender Quality Score

This tender offers a clear two-stage procurement process for security services with a substantial estimated value. Key concerns include the lack of specified evaluation criteria and limited access to full documentation at this early stage.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure with a clear CPV code and no immediate red flags regarding disputes or regulatory compliance. Deadlines are provided, though the submission deadline might be considered tight given the two-stage process and the need to obtain documentation. The absence of a reveal date for Stage 2 documents is a minor omission.

Missing reveal date for Stage 2 documents.
Clarity80/100

The description of the required security services is comprehensive, outlining the proactive and customer-focused approach expected. The two-stage process is clearly defined. However, the absence of specified evaluation criteria for Stage 1 and Stage 2 is a significant clarity gap.

No evaluation criteria specified for Stage 1 or Stage 2.
Completeness70/100

Basic information such as title, reference, organization, estimated value, duration, and CPV code are present. The description is detailed, and the two-stage process is outlined. However, not all documents are available at this stage, and the lack of specified evaluation criteria impacts completeness.

The two-stage process allows for a thorough evaluation.

Practicality65/100

The tender utilizes an e-submission system, which is positive. A contract start date and duration are specified. However, the lack of full document access at this stage and the absence of explicit financing information beyond the estimated value could pose practical challenges for potential bidders.

Not all documents are available at this stage.
No explicit financing information provided beyond estimated value.
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. The contract duration and start date are logical. There are no indications of suspension or disputes. The estimated value range is clearly explained in relation to potential LGR impacts.

Sustainability50/100

While the description mentions 'social value methodologies' for Stage 2, there are no explicit requirements or criteria related to green procurement, social aspects, or innovation mentioned in the provided information. The tender is not explicitly stated as EU funded.

No explicit green procurement criteria.
No explicit social criteria mentioned.

Strengths

Substantial estimated contract value.
Comprehensive description of service requirements.
Use of e-procurement system.

Concerns

Lack of specified evaluation criteria.
