Tender Quality Score

This tender presents a clear scope for a significant framework agreement but suffers from critical omissions regarding evaluation criteria and e-submission, impacting its overall quality and fairness.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes correctly, and there are no disputes. However, the absence of specified evaluation criteria and the missing reveal date are significant legal compliance issues, as these are fundamental for transparency and proper process adherence.

No evaluation criteria specified
Missing reveal date
Clarity70/100

The description of the scope, purpose, and lot structure is clear and unambiguous. The AI-extracted requirements are also clear in their summary form. However, the critical absence of specified evaluation criteria significantly reduces the overall clarity for potential bidders on how their proposals will be assessed.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, estimated value, duration, and contract start date are well-defined. Documents are available. Nevertheless, the tender is incomplete due to the explicit lack of evaluation criteria and the summary nature of requirements, which suggests a potential lack of detailed specifications in the provided information.

Missing evaluation criteria
Requirements are summarized, potentially lacking full detail
Fairness55/100

While the estimated value is disclosed and requirements do not appear tailored, the absence of specified evaluation criteria is a major fairness concern, preventing bidders from understanding the basis of assessment. Additionally, the lack of e-submission capabilities creates an unnecessary barrier and reduces equal access for all potential suppliers.

No evaluation criteria specified
No e-submission
Practicality65/100

The contract start date and duration are clearly specified, contributing positively to practicality. However, the absence of electronic submission support is a significant practical drawback in modern procurement, potentially complicating the bidding process for suppliers.

No e-submission
Data Consistency90/100

Most key fields are populated, and dates (submission, contract start, duration) are logical and consistent. There are no reported suspensions or disputes. Minor omissions like the 'Liable Person' and 'reveal date' are present but do not indicate major inconsistencies.

Liable Person not specified
Missing reveal date
Sustainability50/100

The tender does not explicitly incorporate green procurement, social aspects, or innovation focus. This represents a missed opportunity to leverage public procurement for broader societal and environmental benefits, especially for a framework agreement of this scale.

Not green procurement
No social criteria
