Original Tender Description

The London Borough of Barnet is seeking to engage with the market in advance of a forthcoming procurement to wash the Council’s fleet vehicles and plant, food waste bins installed in town centres and an ad-hoc washing of containers of different sizes in the borough. This Preliminary Market Engagement (PME) aims to: Show potential suppliers the council’s washing facilities at the council’s depot; Show the supplier vehicle Workshop and associated Work Areas including oil store; Show the supplier type of vehicle, plant and equipment to be washed at Oakleigh depot; Show the supplier type of containers to be washed at Oakleigh depot; Show suppliers type of town centre food waste bins with the list of locations across the borough; Show suppliers type of containers (all waste stream) - different size to be washed on ad-hoc basis across the borough; Share our high-level requirements and delivery approach; Test market capacity, capability to undertake the specified activities collectively or individually for each LOT, innovation and delivery models; Receive feedback from potential suppliers to inform the final specification, evaluation strategy and procurement route. This notice is issued in accordance with sections 16 and 17 of the Procurement Act 2023 to seek market input before the commencement of a formal procurement process. It invites potential providers to participate in early market engagement activities and provide feedback. Responses will help shape the final specification and approach. We want to hear from a range of suppliers, including local and national Small/Medium Enterprises (SMEs) to ensure the council receives the best quality and value for money. Vehicle Washing: The council has a fleet of mixed vehicles and plant to deliver a number of frontline services. The vehicle washing service is required for different types of vehicles and plant on a regular planned basis and on an as and when basis. The main site for these Vehicle Washing Services will be at the Council’s Depot in Oakleigh Road, Barnet. Waste Container Washing: The Council provides a range of containers of varying types and sizes for the collection of general waste, food waste, recycling, and garden waste. This service requirement covers the washing and cleaning of waste containers used across the borough. The bin washing service will include: Scheduled washing of all town center food waste bins, and An ad-hoc washing service for containers of various sizes, ranging from 200 litre's to 1,100 litre's, and across all waste streams (general waste, recycling, and food waste). There is a statutory requirement for all Local Authorities in England to implement separate collections of food waste and recycling across all residential property types. To meet this obligation, the Council has installed a number of communal food waste bins across the borough, predominantly serving flatted properties within town center's. These bins require cleaning in accordance with an agreed schedule to maintain hygiene standards and operational efficiency. Procurement Structure: The procurement will be divided into two lots: Lot 1 – Vehicle, Plant, and Equipment Washing: Provision of washing and cleaning services for waste collection vehicles, plant, and associated equipment. Lot 2 – Container Washing Services: a) Regular, scheduled washing of town center food waste bins b) Ad-hoc washing services for all container types and waste streams.
