Tender Quality Score

This early market engagement notice is clear and transparent regarding its purpose and requirements for supplier insight, but it suffers from a critical CPV code mismatch and lacks modern e-submission and sustainability considerations.

Score Breakdown

Legal Compliance60/100

The primary concern is the incorrect CPV code (72416000 - Application service providers) for a plasmapheresis system, which can severely hinder the visibility of this early market engagement to relevant suppliers. While it's an RFI, proper classification is crucial for market reach. The procedure type is appropriately undefined for an early engagement, and deadlines are reasonable for this stage.

Incorrect CPV code assigned.
Clarity90/100

The purpose, scope, and requested insights for this early market engagement are exceptionally clear and unambiguous. The AI-extracted requirements accurately reflect the description and are easy to understand. The absence of formal evaluation criteria is appropriate for an information-gathering phase.

Completeness85/100

All essential basic information, including title, reference, organization, estimated value, duration, and location, is provided. Requirements for supplier insight are well-defined. The four associated documents are listed. The lack of formal evaluation criteria is expected for an early market engagement.

"Liable Person" field is empty.
Fairness70/100

The requirements are generic and not tailored, promoting broad participation. The estimated value is disclosed, and deadlines are reasonable for an RFI. However, the absence of electronic submission (e-submission) is a significant drawback, potentially creating barriers for some suppliers and reducing efficiency and equal access.

No e-submission support.
Practicality65/100

The primary practical concern is the lack of electronic submission, which can complicate the process for both the procuring entity and potential suppliers. A direct contact email is provided, which is practical for an RFI. Contract start and duration are clearly specified.

No e-submission support.
Data Consistency90/100

Key fields are largely populated, and the data presented is consistent. There are no reported disputes or suspensions, and the timeline (submission deadline before contract start) is logical for a planning phase.

"Liable Person" field is empty.
Sustainability20/100

The tender completely lacks any mention of green procurement, social aspects, or a specific focus on innovation beyond exploring commercial models. This represents a significant missed opportunity to integrate modern sustainability and responsible procurement principles.

No green procurement criteria.
No social criteria.

Strengths

Clear and detailed description of the early market engagement purpose.
Well-defined requirements for supplier insights.
Transparency regarding estimated value and contract duration.
Good data consistency and logical timeline for planning.
Generic requirements, not tailored to specific companies.

Concerns

Incorrect CPV code, potentially limiting market reach.
Absence of electronic submission for responses.
Complete lack of sustainability (green, social) and innovation criteria.
"Liable Person" field is empty.

Recommendations

1. Correct the CPV code to accurately reflect the nature of plasmapheresis systems and services to ensure proper market visibility.
2. Implement an e-submission platform for future engagements and the formal tender to enhance fairness and efficiency.
3. Integrate sustainability criteria (environmental, social, innovation) into the future procurement strategy and formal tender documents.
