Original Tender Description

The London Borough of Havering receives a funding allocation through the Local Implementation Plan from Transport for London (or internally through other Council processes), which aim to deliver the Mayor of London’s Transport Strategy. The Borough allocates some of this funding for the provision of free cycle training to children and adults that either live, study, or work, in Havering. The Council seeks the services of a Bikeability accredited provider to deliver Cycle Training services for Adults and Children who live, work, or study, in the borough. The contract will commence on 1st July 2026 for a maximum period of 33 months, to terminate on 31st March 2029 or until the maximum funding of £600,000 is exhausted, whichever is earliest. Please Note: Funding to deliver the requirements detailed in the specification may increase significantly in the financial years covered under the contract if additional in-year funding is provided by external funders (such as Transport for London).

Tender Quality Score

This tender provides a clear service description and basic information, but suffers from critical deficiencies including missing document content and a complete absence of evaluation criteria, significantly impacting fairness and completeness.

Score Breakdown

Legal Compliance65/100

The tender defines an open procedure and lacks disputes. However, the CPV code (Bicycles) is incorrectly assigned for 'Cycle Training Services', which is a significant legal misclassification. Detailed mandatory exclusion grounds and financial requirements are also not provided.

Incorrect CPV code assigned for the service type
Lack of detailed mandatory exclusion grounds
Clarity65/100

The service description and some eligibility requirements are clear. However, the complete absence of specified evaluation criteria and detailed financial/exclusion requirements severely diminishes the overall clarity for potential bidders.

No evaluation criteria specified
Mandatory exclusion grounds and financial requirements are listed but not detailed
Completeness55/100

While basic information like title, organization, value, and duration are present, the critical issue is the complete lack of content for the 4 attached tender documents. This, combined with missing evaluation criteria, makes the tender highly incomplete.

No content available for any of the 4 tender documents
Evaluation criteria are not defined
Fairness45/100

Fairness is severely compromised by the complete lack of access to tender document content and the absence of specified evaluation criteria. Bidders cannot prepare competitive offers without this crucial information. The lack of e-submission also presents a barrier.

No access to tender document content
No evaluation criteria specified, leading to lack of transparency
Practicality55/100

The tender provides key practical information such as contract start date, duration, and financing details. However, the absence of electronic submission and the critical lack of accessible document content pose significant practical challenges for bidders.

No electronic submission supported
No accessible document content (implies no functional document URL)
Data Consistency85/100

Most key fields are populated, and dates (submission, start, duration) are logical and consistent. The estimated value in EUR aligns with the GBP figure mentioned in the description. Minor fields like 'Liable Person' and procedure codes are unpopulated.

Minor unpopulated fields (e.g., Liable Person, Type/Procedure Codes)
Sustainability35/100

The tender does not explicitly include green procurement, social criteria, or innovation focus. While the service itself promotes active travel, the procurement process does not leverage sustainability aspects.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear description of the required cycle training services
Key timeline (start date, duration) and financial information provided
Specific eligibility requirement (Bikeability accredited) is clear and relevant
Open procedure type promotes competition
Estimated value is disclosed, not classified

Concerns

Critical lack of access to tender document content
Complete absence of specified evaluation criteria
Incorrect CPV code (Bicycles instead of Training/Services)
Lack of detailed financial requirements and mandatory exclusion grounds
No electronic submission option available

Recommendations

1. Immediately publish all tender documents with full content to ensure fairness and completeness.
2. Clearly define and publish all evaluation criteria to provide transparency to bidders.
3. Correct the CPV code to accurately reflect 'Cycle Training Services' for proper classification and visibility.
