Original Tender Description

Security tender invites for the Natural History Museum and V&A are coming soon! We are giving advance notice that on 01 April 2026 we will be posting a Tender Notice to kickstart a procurement process for security services to our organisations. This is not a call for competition, just an update with our timeline for the procurement process. This will be a single contract for a lead supplier to deliver the services. The contract will include the following services at a number of sites: • 24/7 Control room services (command and control, CCTV and alarm monitoring) • Security guarding and patrols • Key and pass issue • Event security • Logistics (deliveries etc) More information will be available in the pack once we go live on 01 April 2026. Unfortunately due to market engagement rules we can't discuss this any further with individual suppliers. All the information in this notice is accurate to the best of our knowledge but is subject to amendment between now and April as we develop our tender pack. The current contract is held by a consortium comprising the V&A, NHM and Science Museum Group. The Science Museum Group has decided to leave the consortium and proceed alone for the re-tendering of its security services. Therefore the new consortium comprises the V&A and NHM.

Tender Quality Score

This is a well-structured advance notice providing clear preliminary information for a significant security services tender, though it lacks crucial details regarding evaluation criteria and modern e-procurement features.

Score Breakdown

Legal Compliance75/100

The advance notice demonstrates good practice by providing early information and a reasonable timeline for the actual tender. CPV codes are appropriate, and there are no reported disputes. However, the specific procedure codes are missing, and mandatory exclusion grounds are not detailed, which is expected to be clarified in the full tender.

Missing specific procedure codes
Mandatory exclusion grounds not detailed (expected in full tender)
Clarity70/100

The description of the services, the consortium change, and the procurement timeline are very clear and unambiguous. AI-extracted requirements are also clear for this advance stage. The primary concern is the complete absence of specified evaluation criteria, which is a significant clarity gap for potential bidders.

Missing evaluation criteria
Completeness70/100

Most essential information, such as title, reference, organization, estimated value, duration, and key dates, is provided. High-level requirements are outlined, and documents are available. The main deficiency is the lack of defined evaluation criteria, which is critical for a comprehensive tender package.

Missing evaluation criteria
Fairness65/100

The tender provides full document access for this advance notice and discloses the estimated value, promoting transparency. The 6-month period between the official tender notice and submission deadline is very reasonable. However, the absence of evaluation criteria significantly impacts fairness and transparency. The lack of e-submission also presents an accessibility barrier.

Missing evaluation criteria
No e-submission
Practicality60/100

Key practical details like contract start date, duration, and estimated value are clearly specified. The major practical drawback is the stated lack of electronic submission, which is a standard expectation for modern, large-scale procurements.

No e-submission
Data Consistency90/100

The data is highly consistent, with logical dates, no reported disputes or suspensions, and identical descriptions across sections. Key fields are largely populated, contributing to a reliable information base.

Minor missing procedure codes
Sustainability20/100

The tender notice does not include any mention of green procurement, social aspects, or innovation focus. This represents a significant missed opportunity to integrate modern sustainability and social responsibility principles into a high-value contract.

Not green procurement
No social criteria
