Original Tender Description

The Foreign, Commonwealth and Development Office (FCDO) are exploring the option to procure a Technical Assistance (TA) contract for Syria Education Programme III (SEP III). FCDO will be using market feedback from Preliminary Market Engagement activities to inform the design of the programme. Please note that the programme is subject to changes and approvals. The proposed opportunity would require a supplier/s to provide technical expertise to support the Syrian Ministry of Education (MoE) deliver on their ambitious reform agenda. The exact scope of the TA work would need to be determined with the FCDO and the MoE, but we would anticipate that it would include working in partnership with Ministry officials to advance policies and processes, including through the provision of expert advice and capacity building. The supplier will need to operate in a flexible and politically informed way, able to adapt quickly to changes in context and respond to windows of opportunity for reform. Technical priorities would be identified in response to MoE areas of demand, focused on strengthening the educati on system to improve foundational learning outcomes for primary school aged children across Syria. Potential areas may, for example, include data systems, safeguarding and improving the quality of teaching.
