Tender Quality Score

This tender for building measurement surveys is moderately structured, providing essential details but suffering from significant gaps in documentation and transparency regarding evaluation criteria. The absence of accessible tender documents and e-submission capabilities are notable drawbacks.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV code are clearly defined, and there are no reported disputes. The submission period of 19 days from today's date is generally reasonable for a below-threshold tender. However, the explicit absence of evaluation criteria is a significant legal compliance issue regarding transparency, and the missing reveal date adds a minor uncertainty.

Missing evaluation criteria
Missing tender reveal date
Clarity60/100

The description of the services and the scope of work are clear and unambiguous. The AI-extracted requirements are also understandable. However, the critical absence of specified evaluation criteria and the lack of access to the full content of the tender documents severely impact the overall clarity for potential bidders.

No evaluation criteria specified
No document content available for review
Completeness55/100

Basic information such as title, reference, organization, deadlines, value, and duration are provided. However, the most significant issue is the complete lack of content for the 5 attached tender documents, which means crucial detailed requirements, terms, and conditions are unavailable. The absence of evaluation criteria also contributes to incompleteness.

No document content available for 5 attached documents
Missing evaluation criteria
Fairness40/100

The tender's fairness is significantly compromised by the lack of accessible document content and the explicit absence of evaluation criteria, preventing bidders from understanding how their proposals will be judged. The lack of an e-submission option also limits equal access. Requirements do not appear tailored.

No full document access (content unavailable)
Missing evaluation criteria
Practicality60/100

Key practical details like contract start date, duration, and financing information are available. However, the absence of an e-submission option is a practical drawback in modern procurement. The lack of a direct document URL in the provided summary also reduces practicality for immediate access.

No e-submission option
Document URLs not provided in summary
Data Consistency80/100

Most key fields are populated, and dates are logical. There are no reported disputes or suspensions. Minor inconsistencies include empty fields for 'Liable Person' and 'Code' for procedure type, as well as a currency discrepancy between EUR and GBP for the estimated value.

Empty 'Liable Person' field
Currency inconsistency (EUR vs. GBP) for estimated value
Sustainability20/100

The tender does not include any explicit criteria or focus on green procurement, social aspects, or innovation. As a UK council tender, it is not EU funded, which often correlates with higher sustainability standards.

No green procurement criteria
No social aspects included
