The Service will engage and support women who are, or are at risk of, rough sleeping, and identified by the Council as being in the TPG. The TPG can be described as individuals experiencing entrenched and cyclical rough sleeping, who have often experienced multiple disadvantage and are least likely to resolve their homelessness without intensive, multi-agency support.
