Tender Quality Score

This tender presents a clear service description and framework structure but suffers from critical omissions regarding evaluation criteria, mandatory exclusion grounds, and financial requirements, significantly impacting its overall quality and fairness. The lack of e-submission and sustainability considerations further detracts from its modern procurement standards.

Score Breakdown

Legal Compliance60/100

The tender correctly defines the procedure type and CPV code, and the 22-day submission period is reasonable for a below-threshold open competition. However, the AI summary indicates a lack of explicit mandatory exclusion grounds and financial requirements, which are essential legal components. The 'Required: No' status for technical specifications is also highly unusual and could pose a procedural flaw.

Missing explicit mandatory exclusion grounds (as per AI summary)
Missing explicit financial requirements (as per AI summary)
Clarity45/100

While the description of the service, framework, and lots is clear and unambiguous, the tender critically lacks specified evaluation criteria, making it impossible for bidders to understand how their proposals will be assessed. The absence of explicit mandatory exclusion grounds and financial requirements also contributes to a lack of clarity regarding the full scope of compliance.

No evaluation criteria specified
No explicit mandatory exclusion grounds (as per AI summary)
Completeness50/100

Basic information such as title, reference, organization, value, duration, and location are well-provided. However, the tender is incomplete regarding crucial elements like explicit mandatory exclusion grounds, financial requirements, and, most significantly, evaluation criteria. The designation of 'Technical Specifications' as 'Required: No' for bidders is a major completeness oversight.

Missing evaluation criteria
Missing explicit mandatory exclusion grounds (as per AI summary)
Fairness40/100

The tender discloses the estimated value and provides a reasonable submission period for preparation. However, the complete absence of specified evaluation criteria severely compromises fairness, as bidders cannot prepare competitive proposals without knowing the assessment methodology. The lack of e-submission, as flagged by automated checks, creates an unnecessary barrier to equal access and participation.

No evaluation criteria specified
No e-submission
Practicality60/100

The tender provides a clear contract start date and duration. However, the absence of electronic submission, as flagged by automated checks, is a significant practical drawback in contemporary procurement, potentially increasing administrative burden for bidders. While documents are listed as available, a direct URL for the tender portal or documents is not explicitly provided.

No e-submission
Data Consistency85/100

The tender exhibits good data consistency overall, with logical dates and no reported disputes or suspensions. Most key fields are populated. Minor inconsistencies include missing codes for the procedure type and an empty 'Liable Person' field.

Missing codes for procedure type
Empty 'Liable Person' field
Sustainability20/100

The tender shows no explicit integration of green procurement principles, social criteria, or innovation focus. It is also not indicated as EU-funded, which often correlates with higher sustainability standards. This indicates a missed opportunity to leverage public procurement for broader societal and environmental benefits.

No green procurement criteria
No social criteria

Strengths

Clear service description and framework structure
Well-defined lots with clear award mechanism
Estimated value disclosed and appropriate CPV code
Reasonable submission period for preparation
Good data consistency for basic fields and logical dates

Concerns

Critical absence of evaluation criteria
Lack of explicit mandatory exclusion grounds and financial requirements
Technical specifications marked as 'Required: No'
No electronic submission option
Complete absence of sustainability considerations

Recommendations

1. Immediately publish comprehensive evaluation criteria to ensure fairness and transparency for all bidders.
2. Clarify and publish all mandatory exclusion grounds and financial requirements in line with national procurement regulations.
3. Enable electronic submission to enhance accessibility, efficiency, and align with modern procurement best practices.
