Tender Quality Score

This tender provides a clear service description and procedural instructions but critically lacks essential tender documents, including detailed specifications and evaluation criteria, making it incomplete and challenging for potential bidders to prepare a comprehensive offer.

Score Breakdown

Legal Compliance100/100

The tender appears to follow the Light Touch Regime for below-threshold procurement. However, the absence of explicit mandatory exclusion grounds in the provided text is a concern, as these are fundamental for legal compliance and fair competition.

Absence of explicit mandatory exclusion grounds.
Clarity40/100

The service description, target audience, and procedural instructions for communication and submission via the e-tendering portal are clear. However, the overall clarity for bidders is severely compromised by the lack of full tender documents.

Overall clarity for bidders is compromised due to missing tender documents.
Completeness83/100

The tender is severely lacking in completeness. The critical absence of any attached documents, detailed specifications, terms and conditions, and crucially, evaluation criteria, means bidders cannot fully understand what is required or how their bids will be assessed.

Critical absence of tender documents and detailed specifications.
Missing explicit evaluation criteria.
Fairness60/100

The lack of evaluation criteria makes it impossible to objectively assess fairness. While the requirement for 'Expertise in preparing East of England GP Registrars' is specific, it is not necessarily tailored without further context. However, the absence of mandatory exclusion grounds and clear evaluation criteria raises significant fairness concerns.

Inability to assess fairness due to missing evaluation criteria.
Absence of explicit mandatory exclusion grounds impacts fairness.
Practicality40/100

The process for submission via an e-portal is practical. However, the lack of comprehensive documentation makes it highly impractical for bidders to formulate a competitive, compliant, and well-informed proposal.

Impractical for bidders to formulate a comprehensive proposal due to missing documentation.
Data Consistency100/100

A minor inconsistency exists between the 'Estimated Value' stated as 126,000.00 EUR and the detailed budget/maximum contract value specified as £105,000.00 (exclusive of VAT) including optional extensions. While the values are numerically close, the currency difference should be clarified.

Inconsistency between estimated value (EUR) and detailed budget (GBP).
Sustainability0/100

No explicit green, social, or innovation criteria are mentioned within the provided tender information. This represents a missed opportunity to integrate broader sustainability objectives into the procurement process.

No explicit green procurement criteria.
No explicit social criteria.

Strengths

Transparent communication channel via e-tendering portal.
Defined contract duration and extension options.
