Tender Quality Score

This tender outlines a valuable social service initiative but suffers from critical omissions in documentation and evaluation criteria, severely hindering transparency and fair competition.

Score Breakdown

Legal Compliance100/100

The tender lacks explicit mandatory exclusion grounds, which are fundamental to public procurement. The complete absence of any tender documents also raises significant legal compliance concerns regarding transparency and equal treatment.

No explicit mandatory exclusion grounds detailed.
Complete absence of tender documents (e.g., Invitation to Tender, contract terms, specifications).
Clarity40/100

While the service description is clear and well-articulated, the overall clarity of the procurement process is severely compromised by the lack of tender documents and explicit evaluation criteria. Bidders cannot understand how to submit a compliant offer.

Lack of detailed instructions for bidders due to missing documents.
Vague evaluation criteria (only 'service quality, cost, and social value' mentioned without weightings or sub-criteria).
Completeness83/100

The tender is critically incomplete. Essential components such as full tender documents, detailed specifications, terms and conditions, and a clear evaluation methodology are entirely missing.

No tender documents provided.
Missing detailed evaluation criteria and weightings.
Fairness60/100

The absence of tender documents, detailed evaluation criteria, and explicit mandatory exclusion grounds creates a highly unfair bidding environment. Potential bidders lack the necessary information to prepare competitive and compliant proposals, potentially disadvantaging those without prior knowledge or connections.

Unequal access to information due to missing documents.
Lack of transparent evaluation criteria compromises fair assessment of bids.
Practicality40/100

From a bidder's perspective, it is impractical to submit a high-quality, compliant tender without any supporting documents, detailed instructions, or a clear understanding of the evaluation process. This will likely lead to low quality or non-compliant submissions.

Bidders cannot practically prepare a comprehensive offer without tender documents.
Unclear submission requirements beyond the deadline.
Data Consistency100/100

The provided information is internally consistent, and the description aligns with the characteristics and requirements. However, its limited scope makes a full assessment of data consistency challenging.

Sustainability50/100

The tender explicitly mentions 'Social Criteria' and 'Ability to deliver social value,' which is a positive aspect for social sustainability. However, without detailed requirements or evaluation for these, their actual impact is uncertain. The automated check notes 'Not green procurement,' indicating a missed opportunity for environmental sustainability.

Lack of specific green procurement requirements.
Social value criteria are mentioned but lack detailed definition or evaluation methodology.

Strengths

Clear and comprehensive description of the service and its objectives.
Emphasis on co-creation and lived experience in mental health recovery.
Explicit inclusion of social criteria and innovation focus.

Concerns

Complete absence of any tender documents (e.g., ITT, specifications, contract).
Missing detailed evaluation criteria and their weightings.
Lack of explicit mandatory exclusion grounds.
Potential for unfair competition due to information asymmetry.

Recommendations

1. Immediately publish all essential tender documents, including detailed specifications, terms and conditions, and a comprehensive Invitation to Tender.
2. Clearly define and publish the evaluation criteria, including weightings and sub-criteria for service quality, cost, and social value.
3. Explicitly state all mandatory and discretionary exclusion grounds applicable to the procurement.
