Tender Quality Score

This tender presents a clear project description but suffers from significant deficiencies in documentation, fairness, and transparency, notably the absence of evaluation criteria and restrictive eligibility requirements.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV codes are clearly defined, and there are no reported disputes. However, the lack of explicit mandatory exclusion grounds and the potentially restrictive regional preference for a below-threshold tender raise compliance questions. Essential documents like 'Schedule 1' are referenced but not provided, hindering full legal assessment.

Missing explicit mandatory exclusion grounds.
Regional preference (North East) could be seen as restrictive.
Clarity60/100

The core description of the CCTV system replacement and desired features (IP-based, ANPR, enhanced coverage options) is clear. However, the critical absence of evaluation criteria and the need to request 'Schedule 1' and plans significantly reduce overall clarity for prospective bidders.

Missing evaluation criteria.
Reliance on unprovided 'Schedule 1' and plans for detailed requirements.
Completeness55/100

While basic information such as title, reference, organization, value, and duration are present, the tender is critically incomplete due to the absence of evaluation criteria and the non-provision of essential documents ('Schedule 1', plans). Furthermore, one listed document is a 'Page not found' error.

Missing evaluation criteria.
Essential documents ('Schedule 1', plans) are not attached and must be requested.
Fairness40/100

Fairness is significantly compromised by the absence of evaluation criteria, which prevents objective assessment. The eligibility requirements (UK-based SME/VCSE, preferably North East) are restrictive and could limit competition. The lack of e-submission and the requirement to request key documents also create barriers to equal access.

Missing evaluation criteria, leading to a lack of transparency in assessment.
Restrictive eligibility requirements (UK-based SME/VCSE, preferably North East).
Practicality60/100

The tender lacks electronic submission, which is a significant practical drawback in modern procurement. The need for bidders to manually request critical documents (plans, Schedule 1) and the 'Page not found' error for an attachment also indicate practical inefficiencies.

No electronic submission supported.
Manual request required for essential tender documents (plans, Schedule 1).
Data Consistency70/100

Most key fields are populated, and dates are logical. However, there is a notable inconsistency in the estimated value, stated as '200,000.00 EUR' in financial information but '£200,000' in the description. Some procedure codes and the liable person field are also empty.

Inconsistency in currency for the estimated value (£ vs EUR).
Empty fields for procedure codes and liable person.
Sustainability30/100

The tender shows minimal focus on sustainability. There are no explicit green procurement criteria, social aspects (beyond the VCSE eligibility), or innovation requirements beyond a standard technology upgrade.

No explicit green procurement criteria.
Limited focus on social aspects beyond VCSE eligibility.

Strengths

Clear project description and scope.
Estimated value, contract duration, and start date are specified.
CPV code is correctly assigned.
No active disputes or suspensions reported.

Concerns

Missing evaluation criteria, hindering transparency and fairness.
Essential documents (Schedule 1, plans) are not provided upfront.
Restrictive eligibility requirements (UK-based SME/VCSE, North East preference).
No electronic submission option available.
Inconsistency in currency for the estimated value (£ vs EUR).

Recommendations

1. Publish all tender documents, including Schedule 1 and plans, upfront to ensure full transparency and equal access.
2. Clearly define and publish objective evaluation criteria to ensure a fair and transparent assessment process.
3. Enable electronic submission for increased efficiency and broader participation.
