Original Tender Description

The University of Portsmouth is currently assessing options for the potential procurement of a Leisure Management System to support the effective management and operation of our sports and leisure facilities and related services. This Preliminary Market Engagement (PME) is an exploratory exercise and does not form part of a formal procurement procedure. Participation in this PME does not create any obligation on the part of the University to initiate or proceed with a procurement process. Furthermore, a decision not to participate in this exercise will not preclude any supplier from being considered in any future tendering opportunities. The primary objective of this exercise is to gain a deeper understanding of the market landscape, including available solutions and their functionality, industry best practices, indicative pricing models, implementation approaches, and any innovative capabilities relevant to leisure and facility management. As part of this engagement, we would welcome comprehensive information about your solution, including its key features, modules, integrations, reporting capabilities, user experience, and any differentiating functionality.

Tender Quality Score

This is a Preliminary Market Engagement (PME) notice for a Leisure Management System. While it provides a clear objective and scope, it lacks crucial details for a formal procurement, such as financial value and evaluation criteria. The PME nature limits its direct applicability to a tender assessment.

Score Breakdown

Legal Compliance75/100

The notice is for a Preliminary Market Engagement (PME) and not a formal procurement procedure. Therefore, aspects like formal deadlines, CPV codes, and regulatory compliance in the context of a tender are not directly applicable. The provided CPV code is appropriate for the subject matter. The absence of a formal procedure means there are no disputes or clear procedural steps to assess for compliance.

Clarity80/100

The description clearly outlines the purpose of the PME, which is to understand the market for a Leisure Management System. The objectives and desired information from suppliers are well-articulated. However, specific criteria for evaluating responses are not provided, which is typical for a PME but would be a significant issue in a formal tender.

Completeness70/100

As a PME, it provides basic information about the organization and the subject of interest. However, key tender-specific details like estimated value, contract start date (though provided, it's for a potential future contract), and detailed documentation are missing. The PME nature means it's not expected to be as complete as a formal tender document.

Estimated value not disclosed
No document content available
Fairness85/100

The PME is designed to be inclusive, stating that participation does not create obligations and non-participation will not preclude future opportunities. This promotes fairness in market engagement. The lack of disclosed value is a limitation, but common in early market engagement. Requirements are general and not tailored to specific companies.

Practicality65/100

The notice is for market engagement, not a direct e-submission for a contract. The submission deadline is relatively short for a PME, and there's no explicit mention of e-submission for this phase. Financing information and contract start dates are not directly relevant to the PME itself but are placeholders for a potential future procurement.

No e-submission mentioned for this phase
Submission deadline may be too short for comprehensive PME responses
Data Consistency90/100

Key fields like title, reference, organization, and CPV code are populated. The status 'planning' is consistent with a PME. Dates provided are logical within the context of planning. There are no indications of suspension or disputes.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation as requirements or objectives within this PME notice. This is a common omission in early market engagement but would be a concern for a formal tender.

No explicit focus on green procurement
No explicit focus on social aspects

Strengths

Clear objective for market engagement
Open and inclusive approach to market participants
Appropriate CPV code provided
Well-defined subject matter

Concerns

Not a formal tender, lacks procurement specifics
Estimated value not disclosed
No evaluation criteria specified
No document content available for review

Recommendations

1. Clarify the next steps and timeline for any subsequent formal procurement.
2. For future formal tenders, ensure detailed documentation and evaluation criteria are provided.
3. Consider incorporating sustainability and innovation aspects into future procurement strategies.
