Tender Quality Score

This tender demonstrates good foundational quality with clear requirements and transparent financial details, but is notably hampered by the absence of specified evaluation criteria and a contradiction regarding e-submission.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and CPV codes, and there are no reported disputes. However, the absence of a clear reveal date is a minor transparency concern, though the submission deadline itself is not assessed as per instructions.

Missing reveal date
Clarity80/100

The description and AI-extracted requirements are clear and unambiguous. However, the critical absence of specified evaluation criteria significantly reduces the overall clarity for bidders on how their proposals will be judged.

No evaluation criteria specified
Completeness70/100

Basic information, financial details, duration, and location are well-provided. All listed documents are available. The primary deficiency is the lack of defined evaluation criteria, which is a crucial component of a complete tender package.

Missing evaluation criteria
Liable Person not specified
Fairness85/100

The tender offers full document access, discloses the estimated value, and lists generic requirements that do not appear tailored. While 'E-Procurement' is a characteristic, the automated check indicates 'No e-submission', which, if true, could hinder equal access. The absence of evaluation criteria also impacts transparency and fairness.

Missing evaluation criteria
Contradiction regarding e-submission (E-Procurement characteristic vs. 'No e-submission' flag)
Practicality65/100

The tender lists 'E-Procurement' as a characteristic, yet the automated check explicitly states 'No e-submission', which is a significant practical drawback if true. The contract start date is not specified, and a direct document URL is not provided, though access is implied.

No explicit e-submission (contradiction with 'E-Procurement' characteristic)
Missing contract start date
Data Consistency90/100

Most key fields are populated, dates are logical, and there are no reported suspensions or disputes. The only minor inconsistency is the empty 'Liable Person' field.

Liable Person not specified
Sustainability50/100

The tender does not explicitly incorporate any green procurement, social aspects, or innovation focus. It is also not EU funded, which often correlates with higher sustainability standards.

No green procurement criteria
No social criteria

Strengths

Clear and comprehensive description of service aims and technical requirements.
Transparent disclosure of estimated value and contract duration.
Availability of all listed tender documents.
Use of Open procedure and proper CPV classification.
Requirements appear generic and not tailored to a specific company.

Concerns

Critical absence of specified evaluation criteria, impacting clarity and fairness.
Contradiction between 'E-Procurement' characteristic and 'No e-submission' flag.
Lack of explicit sustainability, social, or innovation criteria.
Missing reveal date and contract start date.
Empty 'Liable Person' field.

Recommendations

1. Mandatory inclusion of detailed evaluation criteria to ensure transparency and fairness.
2. Clarify the e-submission process, resolving the contradiction between characteristics and automated checks.
3. Consider integrating sustainability, social, or innovation criteria to align with modern procurement best practices.
