Original Tender Description

Swansea University wishes to advertise this Request For Information as a Preliminary Market Engagement tool, to reach out to current market providers of integrated Laboratory and Hazardous Substance Management systems, with proven experience of successfully implementing and integrating a management system. Please note that this is NOT a tender process but an information gathering process, to allow a more-informed Open Tender process to be run later in 2026, with the intention to award a 3 year contract with the option to extend for 2 years on a 1 + 1 year basis. Please see the RFI documents provided within project 32109 and itt 123064 on etenderwales BravoSolution and note that participation is ONLY via a completed 2. SU64(26) RFI Questions & Response Document which must be uploaded on the etenderwales BravoSolution website by the 12:00 noon Wednesday 18th March 2026 deadline stated. https://etenderwales.ukp.app.jaggaer.com/web/login.shtml Suppliers should submit any queries via the Message Board facility on etenderwales BravoSolution by 12:00 noon on Tuesday 10th March 2026 to allow responses to be built into their submitted document as we do not wish to extend this deadline, as this may compromise the timing of the planned Open Tender process later this year. Swansea University reserve the right to approach participating supplier for further information as a result of this exercise, in order to further clarify details which would facilitate the drafting of tender documents, due to commence from Wednesday 15th April 2026. Thank you for your interest and participation.

Tender Quality Score

This is a Request for Information (RFI) for a Laboratory & Hazardous Substance Management System, not a formal tender. It aims to gather market information for a future open tender process. The RFI is well-structured with clear objectives and submission instructions, though some details for the future tender are not yet defined.

Score Breakdown

Legal Compliance75/100

The RFI is correctly identified as a preliminary market engagement tool, not a tender, which aligns with regulatory flexibility for information gathering. Deadlines for queries and submissions are provided, though the submission deadline is relatively short given the nature of RFI responses. The CPV code is appropriate. No disputes are noted.

Clarity80/100

The purpose of the RFI as a market engagement tool is clearly stated. The description outlines the desired system and the objective of informing a future tender. Eligibility and technical capability requirements are outlined. However, specific evaluation criteria for the RFI responses are not provided, and the future tender's evaluation criteria are also absent.

Missing evaluation criteria for RFI responses
Missing evaluation criteria for future tender
Completeness70/100

Basic information such as title, reference, organization, and estimated value is present. The contract duration and start date are specified for the future tender. However, the RFI documents themselves are not directly accessible within the provided information, requiring navigation to an external platform. The RFI is explicitly stated as not being a tender, hence the absence of tender-specific documents like detailed specifications or evaluation criteria is expected at this stage.

RFI documents not directly accessible, require navigation to external platform
Fairness85/100

The RFI is open to all market providers and does not appear to be tailored to specific companies. The estimated value is disclosed. The process is conducted via an e-procurement platform (etenderwales BravoSolution), promoting accessibility. The criteria for participation are based on demonstrated experience, which is objective for an RFI.

Practicality65/100

The RFI mandates e-submission via the etenderwales BravoSolution platform, which is practical. A URL for the platform is provided. The contract start date and duration for the future tender are specified. Financing information is not detailed, which is typical for an RFI.

No explicit financing information provided for the RFI stage
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadlines are populated. The dates provided are logical, with the query deadline preceding the submission deadline. The status 'planning' is consistent with an RFI. No suspensions or disputes are indicated.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the RFI description. It is not indicated as EU funded.

No mention of green procurement
No mention of social aspects

Strengths

Clear RFI purpose and market engagement objective
Use of e-procurement platform for submission and queries
Disclosure of estimated value and future contract duration
Objective eligibility and technical capability requirements

Concerns

Short submission deadline for an RFI
RFI documents require navigation to an external platform
Lack of explicit evaluation criteria for RFI responses
Absence of sustainability considerations

Recommendations

1. Consider extending the RFI submission deadline to allow for more comprehensive responses.
2. Provide direct links or clearer instructions for accessing RFI documents.
3. Incorporate sustainability criteria into the future tender process.
