Tender Quality Score

This tender provides clear basic information and technical scope but critically lacks evaluation criteria and explicit financial requirements, significantly impacting transparency and fairness. Essential details are referenced in unprovided 'separate participation documents'.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV code are clearly defined, and the submission deadline (32 days) is reasonable for an open procedure. However, the explicit absence of mandatory exclusion grounds and specific financial requirements in the provided summary is a notable gap in legal compliance, even if these might be covered in unprovided documents.

No specific mandatory exclusion grounds explicitly stated in the provided information.
No specific financial requirements for bidders explicitly stated in the provided information.
Clarity60/100

The project description and technical scope, including the 'or equivalent' clause for equipment, are clear. However, the complete absence of evaluation criteria and explicit financial requirements, coupled with the reliance on unprovided 'separate participation documents' for crucial details, severely undermines the overall clarity for potential bidders.

No evaluation criteria specified.
Reliance on unprovided 'separate participation documents' for crucial tender details.
Completeness55/100

Basic information such as title, reference, organization, value, and deadlines are present. However, the tender is critically incomplete due to the explicit absence of evaluation criteria, mandatory exclusion grounds, and financial requirements in the provided summaries. The listed documents are administrative and do not appear to contain these essential details.

Missing evaluation criteria.
Missing explicit mandatory exclusion grounds.
Fairness50/100

The use of an 'or equivalent' clause for specified equipment and the enablement of e-procurement via a portal are positive for fairness. However, the complete absence of evaluation criteria is a severe transparency and fairness issue, as bidders cannot understand how their proposals will be objectively judged. The reliance on unprovided documents also raises concerns about equal access to information.

No evaluation criteria specified, hindering objective and transparent evaluation.
Full document access is questionable due to reliance on unprovided 'separate participation documents'.
Practicality70/100

Electronic submission is supported via the Jaggaer portal, and the contract start date and duration are clearly specified. However, a direct document URL is not explicitly provided in the tender information, and financing details beyond the estimated value are limited.

No direct document URL provided in the tender information.
Limited financing information beyond the estimated value.
Data Consistency85/100

The data is generally consistent, with key fields populated and logical dates. Minor inconsistencies include an empty 'Liable Person' field and a missing code for 'Type'. A slight discrepancy between the EUR estimated value and the GBP equivalent mentioned in a document summary is noted but considered minor.

Empty 'Liable Person' field.
Missing code for 'Type' field.
Sustainability20/100

The tender does not explicitly integrate any green procurement, social aspects, or innovation focus. It appears to be a purely functional replacement procurement without sustainability considerations.

No green procurement criteria.
No social criteria.

Strengths

Clear project description and technical scope, including 'or equivalent' clause.
Electronic submission supported via a dedicated procurement portal.
All basic tender information (title, reference, organization, value, deadlines) is provided.
No disputes or suspensions reported.
Reasonable submission deadline for an open procedure.

Concerns

Critical absence of evaluation criteria, severely impacting transparency and fairness.
Lack of explicit mandatory exclusion grounds and specific financial requirements in the provided summary.
Reliance on unprovided 'separate participation documents' for crucial tender details.
No integration of sustainability (green, social, innovation) criteria.
Limited detail on financing beyond the estimated value.

Recommendations

1. Publish comprehensive evaluation criteria to ensure transparency and fairness for all bidders.
2. Ensure all mandatory exclusion grounds and specific financial requirements are explicitly stated and easily accessible within the main tender documentation.
3. Consolidate all essential tender documents, including detailed specifications and contract terms, into a single, easily accessible package.
