Tender Quality Score

This is a well-structured planning notice for a significant grounds maintenance contract, demonstrating a strong commitment to sustainability and social value, though it lacks crucial financial and evaluation details typical of a full tender.

Score Breakdown

Legal Compliance75/100

The tender explicitly references compliance with the UK's Procurement Act 2023 and defines the procedure type and CPV codes appropriately. As a planning notice, some details are naturally deferred, but the classified value is a minor concern for full transparency.

Clarity70/100

The description of services and technical requirements is clear and unambiguous. However, the complete absence of evaluation criteria significantly reduces clarity for potential bidders regarding how their proposals will be assessed.

No evaluation criteria specified
Completeness65/100

Basic information such as title, organization, reference, deadlines, and duration are provided. However, the estimated contract value is not disclosed, and evaluation criteria are entirely missing, which are significant gaps for a comprehensive tender, even at the planning stage.

Estimated Value not disclosed
No evaluation criteria specified
Fairness60/100

The classified contract value and the complete absence of evaluation criteria significantly hinder transparency and could impact fair competition. While the requirements appear generic and e-procurement is indicated, these omissions are notable concerns.

Estimated Value not disclosed
No evaluation criteria specified
Practicality70/100

Electronic submission via the Delta e-sourcing platform is implied, and key dates like contract start and duration are clearly specified. However, the undisclosed estimated value limits the practical assessment for potential bidders regarding resource allocation.

Estimated Value not disclosed
Data Consistency80/100

The data is largely consistent, with logical dates aligning with the 'planning' status and most key fields populated. The missing 'Liable Person' and undisclosed estimated value are minor inconsistencies in data completeness.

Liable Person field is empty
Estimated Value not disclosed
Sustainability85/100

The tender demonstrates a strong commitment to sustainability, biodiversity, and social value outcomes, explicitly referencing the Procurement Act 2023 and requiring ISO 14001 or equivalent. The inclusion of environmentally sustainable alternatives for weed control is a positive aspect.

No explicit innovation focus

Strengths

Strong commitment to sustainability and social value outcomes.
Explicit reference to the Procurement Act 2023 (PA23).
Indication of electronic submission via Delta e-sourcing platform.
Long contract duration (144 months) offers stability.

Concerns

Evaluation criteria are completely missing, impacting clarity and fairness.
The 'Liable Person' field is empty.
Documents provided are administrative/OCDS, not full tender specifications.
Lack of explicit innovation focus in the requirements.

Recommendations

1. Disclose the estimated contract value to enhance transparency and allow bidders to assess the opportunity accurately.
