Tender Quality Score

This tender establishes a significant Dynamic Purchasing System for domestic retrofit services, demonstrating a clear strategic objective. However, the provided information is severely lacking in critical documentation and detailed requirements, posing significant risks to transparency and fair competition.

Score Breakdown

Legal Compliance100/100

The absence of specific mandatory exclusion grounds and detailed financial requirements raises concerns regarding compliance with public procurement principles, which typically require clear and comprehensive criteria for participant selection. The complete lack of any attached documents further exacerbates this.

No specific mandatory exclusion grounds detailed
No specific financial requirements detailed
Clarity40/100

The description of the services and target beneficiaries is clear. However, the clarity of the overall procurement process and specific requirements for joining the DPS is severely hampered by the complete absence of any tender documents.

Lack of detailed information on the application process for the DPS
Absence of tender documents makes understanding specific requirements difficult.
Completeness83/100

The tender information is critically incomplete. The complete absence of any tender documents, detailed mandatory exclusion grounds, specific financial requirements, and evaluation criteria makes it impossible for potential bidders to fully understand the scope, obligations, and assessment process.

No documents attached
Missing evaluation criteria
Fairness60/100

The lack of detailed requirements and evaluation criteria, coupled with the absence of any tender documents, creates an environment where fairness and equal treatment of bidders could be compromised. Without clear rules, the process risks being opaque.

Lack of detailed evaluation criteria
Absence of tender documents hinders fair competition by not providing equal access to information.
Practicality40/100

While a DPS is a practical tool for ongoing procurement, the current lack of documentation makes the initial application process impractical and burdensome for potential suppliers, who would need to seek out significant additional information.

Initial application process is impractical due to missing documents and detailed instructions.
Data Consistency100/100

There is a minor inconsistency where the automated check flags 'Not green procurement,' yet the description explicitly mentions 'Green Home Grant LAD Phase 2 Funding' and focuses on retrofit, which inherently has environmental benefits. The 'Social Criteria' characteristic is also noted.

Automated check flags 'Not green procurement' despite explicit mention of 'Green Home Grant LAD Phase 2 Funding' and retrofit services.
Sustainability25/100

The tender has a strong inherent focus on sustainability through its objective of domestic retrofit programmes and alignment with Green Home Grant funding. The inclusion of 'Social Criteria' further enhances its sustainability profile by targeting low-income households.
