Tender Quality Score

This tender for the Tackling Antisemitism in Education Innovation Fund presents a clear objective and broad eligibility, but is significantly hampered by the complete absence of evaluation criteria and detailed tender documents, impacting clarity, completeness, and fairness.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and assigns an appropriate CPV code. Deadlines appear reasonable. However, the explicit absence of mandatory exclusion grounds in the AI-extracted requirements is a significant legal omission, even for a grant fund, as these are fundamental for public funding. The 'Missing reveal date' is a minor disclosure issue.

Missing mandatory exclusion grounds
Missing reveal date
Clarity80/100

The tender description is exceptionally clear and unambiguous regarding the fund's purpose, scope, and target audience. The AI-extracted requirements are also well-defined and understandable. However, the complete absence of specified evaluation criteria is a critical deficiency that significantly hinders clarity for potential applicants.

No evaluation criteria specified
Completeness70/100

All basic information, including title, reference, organization, deadlines, estimated value, and duration, is provided. Location information (NUTS code) is also present. While requirements are outlined, the tender lacks explicit evaluation criteria and detailed tender documents beyond general notices and OCDS data, which are crucial for a complete application package.

No evaluation criteria specified
Lack of detailed tender documents (e.g., full instructions, terms & conditions)
Fairness85/100

The tender explicitly welcomes applications from a wide range of organizations, including smaller groups and community-led initiatives, indicating a commitment to broad participation and non-tailored requirements. The value is disclosed, and the application via the Jaeggar system suggests equal access. However, the absence of transparent and objective evaluation criteria is a significant concern for fairness, as applicants cannot fully understand how their proposals will be judged.

No evaluation criteria specified
Practicality65/100

Electronic submission is supported through the Jaeggar system, which is practical. The contract start date and duration are clearly specified, and financing information is available. A notable practical drawback is the absence of direct URLs to comprehensive tender documents, requiring applicants to likely navigate the Jaeggar system without prior detailed information.

No direct URL to comprehensive tender documents
Data Consistency90/100

The data is largely consistent, with key fields populated and logical dates. There are no reported suspensions or disputes. A minor inconsistency exists between the estimated value being listed in EUR in the basic information and in GBP (£) in the description. The 'Liable Person' field is empty.

Minor currency inconsistency (EUR vs. GBP)
'Liable Person' field empty
Sustainability50/100

The fund has a strong inherent social dimension, directly addressing antisemitism and promoting critical thinking and tolerance in education. It also explicitly focuses on innovation. However, there is no mention of environmental (green) procurement aspects. While the core purpose is social, a holistic sustainability approach would typically include environmental considerations.

No explicit green procurement criteria
