Tender Quality Score

This tender provides a clear description of the required service and its operating model, but is significantly hampered by the absence of detailed evaluation criteria and the lack of electronic submission.

Score Breakdown

Legal Compliance75/100

The tender states compliance with the Procurement Act 2023 and defines the procedure type, with appropriate CPV codes. However, the absence of detailed evaluation criteria beyond the MEAT principle and missing procedure/type codes are notable legal compliance gaps.

Missing detailed evaluation criteria and weightings
Missing procedure and type codes
Clarity80/100

The service description, operating model, and AI-extracted requirements are exceptionally clear and comprehensive. The primary clarity issue is the lack of specified evaluation criteria and their weightings, which are crucial for bidders to understand the assessment process.

Missing specific evaluation criteria and weightings
Completeness70/100

Basic information, deadlines, value, duration, and location are well-defined, and requirements are detailed. However, the tender lacks specific evaluation criteria and weightings, and the procedure/type codes are missing, impacting overall completeness.

Missing specific evaluation criteria and weightings
Missing procedure and type codes
Fairness65/100

Requirements appear generic and not tailored, the value is disclosed, and the submission period is reasonable. However, the absence of detailed, objective evaluation criteria and the lack of electronic submission significantly reduce the fairness and equal access for potential bidders.

No electronic submission (e-submission)
Missing specific evaluation criteria and weightings
Practicality65/100

The contract start date, duration, and financing model are clearly specified. The main practical drawback is the absence of electronic submission, which is a standard expectation for modern procurement processes and can hinder bidder participation.

No electronic submission (e-submission)
Data Consistency80/100

Key fields are mostly populated, and dates are logical. A notable inconsistency is the discrepancy between the estimated value stated in EUR in the basic information and the GBP equivalent mentioned in the document summaries, which requires clarification.

Discrepancy in estimated value (EUR vs. GBP in summaries)
Sustainability50/100

The core service itself addresses a critical social need (temporary accommodation for homeless adults), which is a strong social aspect. However, the tender does not explicitly incorporate broader green procurement, additional social criteria beyond the service scope, or innovation-focused requirements within the procurement process.

No explicit green procurement criteria
No explicit innovation focus
