Original Tender Description

Devon County Council (DCC) intends to establish an Open Framework for commissioning the delivery of high-quality skills provision services. The Framework will support the delivery of programmes funded through the Adult Skills Fund (ASF), Free Courses for Jobs (FCFJ), Skills Bootcamps, and other future skills initiatives aligned with local and national workforce needs. The Framework will be divided into Lots based on the different programme types. The purpose of the Framework is to enable flexible and responsive skills provision that supports adults to develop the skills needed for sustainable employment and career progression, while also meeting employer demand and contributing to economic growth. DCC may initiate Call-Offs from both Lot 1 - ASF and FCFJ and Lot 2 Skills Bootcamps for Wave 7 Skills Bootcamp following the appointment of Providers to the Framework. DCC anticipates holding a Tender Launch Event via Microsoft Teams, shortly after the Invitation to Tender(ITT) is published. Details and access instructions will be included in the ITT documentation once published. This notice is not a call for competition. Its purpose is solely to inform the market of the upcoming opportunity. The publication of this notice does not signify the commencement of any procurement process and does not constitute any commitment by the Authority to undertake any procurement exercise. Full and final details regarding this opportunity will be provided in the Tender Notice and ITT once published.

Tender Quality Score

This is a well-structured Prior Information Notice (PIN) that effectively informs the market about an upcoming significant opportunity. While it clearly states its preliminary nature, some data inconsistencies regarding financial thresholds are present.

Score Breakdown

Legal Compliance75/100

The notice clearly identifies itself as a Prior Information Notice (PIN) and explicitly states it is not a call for competition, which aligns with procurement regulations for pre-procurement transparency. The procedure type (Open) and CPV code are provided. The 'Over Sum Limit: No' for an estimated value of 120,000,000.00 EUR is a significant inconsistency, as this value would typically exceed EU/national thresholds, suggesting a potential data error or misclassification. However, this does not invalidate the PIN's legal standing as an informational notice.

The 'Over Sum Limit: No' for 120M EUR is a data inconsistency that could imply a misunderstanding of thresholds if it were a full tender.
Clarity90/100

The description is exceptionally clear about the purpose of the framework, its funding sources, and its division into lots. Crucially, it explicitly states that this is a Prior Information Notice and not a call for competition, clearly managing expectations regarding the absence of detailed requirements. The AI-extracted requirements also reflect this clarity.

Completeness70/100

As a Prior Information Notice, it provides essential preliminary information such as title, reference, organization, estimated value, duration, and classification codes. However, it explicitly lacks detailed requirements, evaluation criteria, and specific tender documents, which are reserved for the future Invitation to Tender (ITT). While complete for a PIN, it is inherently incomplete as a full tender document.

Missing detailed requirements, evaluation criteria, and tender documents (expected for a PIN).
Missing 'Liable Person' and procedure codes.
Fairness90/100

The publication of a Prior Information Notice (PIN) itself promotes fairness by giving potential bidders early awareness of an upcoming opportunity, allowing them time to prepare. The intention to hold a Tender Launch Event via Microsoft Teams further enhances accessibility and transparency. The framework approach with division into lots suggests an open and non-tailored approach. The estimated value is disclosed.

Practicality70/100

The notice provides key future dates (submission deadline, contract start, duration) and mentions funding sources. However, practical elements for immediate engagement, such as a document URL or confirmation of electronic submission support for the future ITT, are not yet available. The planned Tender Launch Event is a positive practical step.

No document URL provided.
Electronic submission not confirmed for the future ITT.
Data Consistency60/100

Most fields are consistent, and dates are logical for a planning notice. However, there are notable inconsistencies: 'Value Classified: Yes' contradicts the explicit disclosure of 120,000,000.00 EUR. More significantly, 'Over Sum Limit: No' for a 120M EUR contract is a direct contradiction of standard procurement thresholds and raises questions about the accuracy of this specific data point. The 'Type Code' and 'Procedure Code' are also missing.

'Value Classified: Yes' contradicts disclosed value.
'Over Sum Limit: No' for 120M EUR is a significant factual inconsistency.
Sustainability65/100

The tender description explicitly highlights social aspects by focusing on 'skills needed for sustainable employment and career progression' and 'contributing to economic growth.' This demonstrates a clear social sustainability objective. However, there is no mention of environmental (green) procurement criteria or explicit innovation focus beyond 'future skills initiatives.' It is not EU funded.

Lack of explicit green procurement criteria.
Limited explicit innovation focus.

Strengths

Clear communication of its status as a Prior Information Notice.
Detailed description of the framework's purpose and scope.
Early market engagement through a planned launch event.
Strong focus on social sustainability (employment, skills, economic growth).
Transparent disclosure of estimated value and future timeline.

Concerns

Inconsistency regarding 'Value Classified: Yes' and 'Over Sum Limit: No' for a 120M EUR contract.
Absence of specific tender requirements and evaluation criteria (expected for a PIN, but still a current lack of detail).
Missing specific codes for Type and Procedure.
Lack of explicit environmental (green) procurement criteria.
No immediate document URL or confirmation of e-submission for the future ITT.

Recommendations

1. Clarify and correct the 'Value Classified' and 'Over Sum Limit' flags in future publications to ensure data accuracy.
2. Ensure comprehensive tender documents, including detailed requirements, evaluation criteria, and e-submission instructions, are made available promptly upon ITT publication.
3. Consider incorporating explicit environmental sustainability and innovation criteria into the full tender to enhance its overall impact.
