Original Tender Description

The Authority invites response to this Invitation to Tender (ITT) from suitably qualified suppliers (“Suppliers”) for the provision of Local Media Direct Buying Solutions – Public Notices. The Isle of Wight Council (the “Authority”) needs to ensure that its information reaches the desired audience, on the Isle of Wight, when placing public notices in print. The Supplier must be able to provide printed local media for audiences specifically on the Isle of Wight which must be published on a weekly basis. The Authority requires a direct relationship with the local media supplier. The service is for the publishing, in print, of the Authority’s Public Notices in line with statutory guidelines. If the statutory guidelines cease to have a requirement for printed Public Notices, then the Authority’s requirement for printed Public Notices may change or cease. For full details of the specification requirements can be found in Specification Document. The contract period is three years from 1 April 2026. There is the option for a period or periods up to 24 months, at the sole discretion if the Authority.

Tender Quality Score

This tender for local media direct buying solutions is generally well-structured with clear objectives and a reasonable estimated value. However, it lacks explicit evaluation criteria and details on the submission process beyond referencing a specification document.

Score Breakdown

Legal Compliance75/100

The tender adheres to basic legal requirements with a clear CPV code and no reported disputes. The procedure is identified as 'Below threshold - open competition', suggesting compliance with relevant regulations for its value. The deadline, while potentially short, is specified. The absence of a reveal date is a minor oversight.

Missing reveal date
Clarity80/100

The description clearly outlines the need for local print media services on the Isle of Wight for public notices, specifying weekly publication and a direct relationship with suppliers. The reference to a 'Specification Document' for full details is standard, but the absence of explicit evaluation criteria within the provided text reduces overall clarity.

No evaluation criteria specified
Completeness70/100

Essential information such as title, reference, organization, estimated value, contract duration, and start date are present. However, the lack of accessible content for the tender documents and the absence of specific financial requirements or mandatory exclusion grounds in the AI-extracted list indicate some incompleteness.

No document content available
No specific financial requirements listed
Fairness85/100

The tender is open competition and the value is disclosed, promoting fairness. The requirements are objective and focused on the service needed (local media for Isle of Wight). There are no apparent requirements tailored to specific companies. The main concern is the lack of explicit evaluation criteria, which could be perceived as a minor fairness issue if not detailed in the referenced documents.

Practicality65/100

The tender specifies a contract start date and duration, and financing is implied by the estimated value. However, the lack of information regarding e-submission and the URL for the specification document (beyond referencing its existence) hinders practical accessibility for potential bidders.

No e-submission specified
Document URL not provided
Data Consistency90/100

Key fields like title, reference, organization, value, and dates are populated logically. There are no reported disputes or suspensions, and the contract start date is after the submission deadline, indicating good data consistency.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria.

Not green procurement
No social criteria

Strengths
