Tender Quality Score

This tender for a flexible framework agreement for foster care is critically incomplete due to the complete absence of tender documents, detailed requirements, and evaluation criteria, making it impossible for potential providers to prepare a compliant submission. While the framework structure allows for ongoing applications, the lack of accessible information severely hinders transparency and fair competition.

Score Breakdown

Legal Compliance100/100

The tender states it's managed under the Public Contracts Regulations 2015 (Light Touch Regime), which allows for more flexibility. However, the complete absence of tender documents, including specific mandatory exclusion grounds (despite being listed as a requirement category), makes it impossible to verify full compliance with transparency and equal treatment principles. The discrepancy between the 2021 reference/initial application date and the 2026 deadline for an "active" tender requires clarification regarding ongoing legal validity and application process.

No specific mandatory exclusion grounds detailed, despite being listed as a requirement category.
Complete absence of tender documents prevents verification of compliance with PCR 2015 principles.
Clarity40/100

The general description of the service and categories of need is clear. However, the complete absence of any tender documents, detailed specifications, terms and conditions, or evaluation criteria renders the tender entirely unclear for any potential bidder.

No detailed requirements or specifications provided.
No evaluation criteria or methodology available.
Completeness83/100

The tender is critically incomplete. Despite basic information being present, the complete absence of any attached documents means that all essential details required for a bidder to understand, prepare, and submit a tender are missing.

No tender documents attached or available.
No detailed scope of work or technical specifications.
Fairness80/100

The concept of a multi-provider flexible framework with 6-monthly opportunities is inherently designed to promote fairness and market access over time. However, the complete lack of accessible tender documents, detailed requirements, and transparent evaluation criteria severely undermines the fairness of the current application process, as bidders cannot understand what is expected of them or how they will be assessed.

Lack of transparent evaluation criteria.
No detailed requirements for all bidders to ensure equal understanding.
Practicality40/100

From a bidder's perspective, this tender is entirely impractical. Without any documents, specifications, or instructions, it is impossible for any potential provider to prepare a meaningful or compliant submission.

Bidders cannot prepare a submission without any tender documents.
No practical guidance on how to apply or what information to provide.
Data Consistency100/100

There is a notable inconsistency between the tender's reference number (023765-2021), the initial application closing date (November 2021), and the current submission deadline (March 2026), while the tender status is "active". This suggests a long-running framework, but the lack of clarity on how new applications are handled *now* is a significant gap.

Discrepancy between the tender's reference year/initial application date and the current submission deadline.
Lack of clear instructions for joining the framework in 2026, given the 2021 initial deadline.
Sustainability0/100

No information regarding environmental, social, or innovation criteria is provided within the available tender details.

Absence of green procurement criteria.
Absence of social criteria.

Strengths

Clear identification of the procuring authority and participating councils.
Well-defined service categories for foster care placements.
Use of a flexible framework agreement allowing for ongoing market entry.
High estimated value indicates significant opportunity.
Long contract duration (48 months) provides stability.

Concerns

Complete absence of tender documents, making the tender unworkable.
Missing detailed requirements, specifications, and terms and conditions.
Lack of transparent evaluation criteria.
Unclear application process for new providers given the 2021 initial deadline.
No information on mandatory exclusion grounds despite being listed as a requirement category.

Recommendations

1. Immediately publish all essential tender documents, including detailed specifications, terms and conditions, and evaluation criteria.
2. Provide clear instructions on how potential providers can apply to join the framework in 2026, clarifying the relationship between the initial 2021 deadline and the current active status.
3. Ensure all mandatory exclusion grounds and selection criteria are explicitly stated and accessible.
