Tender Quality Score

This tender exhibits significant deficiencies in clarity, completeness, and fairness, primarily due to missing critical information and issues with document accessibility, despite a clear project description.

Score Breakdown

Legal Compliance55/100

The tender lacks specified mandatory exclusion grounds and evaluation criteria, which are fundamental for legal compliance and transparency. While the procedure type and CPV codes are appropriate, these omissions pose significant legal risks.

No specific mandatory exclusion grounds detailed
No evaluation criteria specified
Clarity40/100

While the project description is clear and detailed, the critical absence of evaluation criteria makes it impossible for bidders to understand how their proposals will be judged, severely impacting overall clarity.

No evaluation criteria specified
Completeness50/100

The tender is incomplete due to missing evaluation criteria, specific mandatory exclusion grounds, and the liable person's details. Furthermore, two out of five listed documents are either inaccessible or contain content irrelevant to this tender, which is a major deficiency.

Practicality60/100

The lack of electronic submission support reduces practicality for bidders. Additionally, the issues with document accessibility (failed download, incorrect content) make it impractical for bidders to gather necessary information.

Document access issues (failed download, incorrect content)
Data Consistency40/100

Document content mismatch ('Lot L-1' refers to a different tender)
Estimated value discrepancy (3,840,000 EUR vs £3.2 million)
Sustainability20/100
