Score Breakdown

Legal Compliance75/100

The notice indicates a 'planning' status, suggesting it's an early stage. While a submission deadline is provided, the procedure type is not specified, and there's no mention of evaluation criteria, which are crucial for legal compliance in a tender process. The CPV code is appropriate. No disputes are noted.

Clarity80/100

The description of the services, the target beneficiaries, and the objectives of the procurement are clear. The specific Extra Care Housing schemes and the required services (Universal Core Service and Personalised Care) are well-defined. Missing evaluation criteria
Completeness70/100

Fairness85/100

The notice is a market engagement opportunity, which is a positive step for fairness. The estimated value is disclosed, and the criteria for eligibility and technical capability are outlined. The joint procurement nature is also transparent. However, the absence of specific evaluation criteria could lead to perceived unfairness if not addressed in the full tender documents.

Practicality65/100
