Original Tender Description

Derry City and Strabane District Council (DCSDC) invites written tenders from suitably experienced organisations for the design and development of an Interactive Digital and Immersive Derry Girls Locations Trail, delivering an innovative, self-guided visitor experience across the city. DCSDC currently operates the Derry Girls Exhibition at the Tower Museum, a unique and nostalgic visitor attraction that allows fans to step into the world of the hit television series Derry Girls. The exhibition features original memorabilia from the show, including Erin’s diary, Aunt Sarah’s iconic pyjamas, Ma Mary’s Woolworths sweater, and the Spice Girls costumes, alongside actual sets such as the Quinn household and Erin’s bedroom. The exhibition incorporates immersive digital experiences and visitors get to experience Sister Michaels Office and Erins Bedroom through AR with five activation props that reveal more information about the show’s creator and the characters. There is app-based navigation and at present the app experience is available in English only. our submission must be submitted via etendersNI, via this CFT. No other method of submissions will be accepted. Please refer to the CfT documents for further detail.

Tender Quality Score

Overall, the tender documentation provides clear project details and requirements, but the critical absence of specified evaluation criteria and a failed document download significantly compromise transparency and fairness.

Score Breakdown

Legal Compliance65/100

The procedure type and CPV code are clearly defined, and the submission period from today's date (38 days) is generally reasonable for an open procedure. However, the lack of explicit evaluation criteria is a significant legal transparency issue, and the missing reveal date prevents full assessment of the publication period.

No evaluation criteria specified
Missing reveal date
Clarity70/100

The project description and AI-extracted requirements are well-articulated and understandable, providing a clear scope of work. Nevertheless, the absence of specified evaluation criteria reduces overall clarity for bidders on how their proposals will be assessed.

No evaluation criteria specified
Completeness60/100

Basic information, deadlines, estimated value, and duration are provided. However, the tender is incomplete due to the critical omission of evaluation criteria and the failure to download one of the listed tender documents ('Tender Notice'), which may contain essential information.

No evaluation criteria specified
Failed to download 'Tender Notice' document
Fairness55/100

Electronic submission via etendersNI is supported, and the technical requirements appear generic enough to avoid tailoring. However, the fundamental absence of specified evaluation criteria severely impacts the fairness and transparency of the procurement process, as bidders cannot objectively prepare their offers.

No evaluation criteria specified
Failed to download 'Tender Notice' document
Practicality70/100

Electronic submission is clearly supported, and the contract start date and duration are specified, which aids practical planning. The failed download of a tender document, however, presents a practical hurdle for potential bidders seeking full information.

Failed to download 'Tender Notice' document
Data Consistency80/100

Dates are logical and consistent, and there are no reported disputes or suspensions. Minor inconsistencies include the contradiction between 'Estimated Value' being disclosed and 'Value Classified: Yes', as well as some empty fields like 'Liable Person' and procedure codes.

Contradiction: 'Estimated Value' disclosed but 'Value Classified: Yes'
Empty fields (e.g., Liable Person, Type/Procedure codes)
Sustainability50/100

The tender explicitly mentions an 'innovative' visitor experience, which is a positive aspect for sustainability. However, there is no mention of specific green procurement criteria or social aspects, which limits its overall sustainability score.

No explicit green procurement criteria
No explicit social aspects mentioned

Strengths

Clear project description and requirements
Electronic submission via etendersNI is supported
Reasonable submission deadline from today's date
Specified contract duration and start date
Focus on innovation in the project scope

Concerns

Critical absence of specified evaluation criteria
Failure to download a key tender document ('Tender Notice')
Missing tender reveal date, impacting full timeline transparency
Lack of explicit green procurement or social criteria
Minor data inconsistencies (e.g., 'Value Classified' contradiction)

Recommendations

1. Immediately publish clear and objective evaluation criteria, including weighting for all aspects.
2. Ensure all tender documents are accessible and downloadable for all potential bidders.
3. Provide the original tender publication/reveal date for full transparency of the bidding period.
