Original Tender Description

TfGM is aiming to establish a corporate Greater Manchester Contractor Recruitment Services Framework (GMCRSF) and is seeking to partner with recruitment agencies. The aim is to streamline the procurement of agency services at TfGM, addressing existing inefficiencies and inconsistencies. This initiative seeks to enhance operational efficiencies, improve the quality-of-service delivery, and ensure compliance with Procurement Act 2023. Currently, TfGM uses a Preferred Supplier List (PSL) of recruitment agencies to provide both permanent and contract personnel, covering positions from entry-level to management, across multiple departments such as IT, Project Management, Bus Services and Transport. The agencies on the PSL specialise in one or more professional areas. The Greater Manchester Contractor Recruitment Services Framework will be TfGM's preferred method for procuring contractor services. The proposed framework will encompass all contractor recruitment-related services required by TfGM over a four-year period and will be available for use across the entire organisation including GMCA, Greater Manchester councils, Fire service, and Greater Manchester Police. The framework will consist of 5 Lots and each Lot will cover a particular specialism.

Tender Quality Score

This tender outlines a strategic framework for recruitment services but is critically incomplete due to the absence of essential tender documents and evaluation criteria, severely hindering transparency and fair competition.

Score Breakdown

Legal Compliance100/100

The tender correctly references the Procurement Act 2023 for mandatory exclusion grounds, indicating adherence to legal frameworks. However, the complete absence of tender documents and evaluation criteria raises significant concerns regarding transparency, equal treatment, and overall compliance with procurement principles.

Absence of comprehensive tender documents
Missing explicit evaluation criteria
Clarity40/100

The tender's description clearly articulates the strategic objective, scope, and beneficiaries of the framework. The concept of 5 specialist Lots is introduced, but their specific scope and requirements are not detailed, leading to ambiguity for potential bidders. Requirements are generally stated but lack specific metrics for demonstration.

Lack of detailed descriptions for the 5 specialist Lots
General nature of technical capability requirements without specific metrics
Completeness83/100

This is the most significant weakness. The tender is fundamentally incomplete due to the total absence of any attached documents. Key information such as detailed specifications, evaluation criteria, draft contract terms, and instructions for the Restricted procedure's selection stage are missing. There are also no explicit financial requirements.

No tender documents attached
Missing evaluation criteria
Fairness60/100

Without any evaluation criteria, it is impossible to assess the fairness and objectivity of the upcoming selection and award process. While the eligibility and technical requirements appear generic and not overtly tailored to a specific company based on the provided text, the lack of transparency in the assessment process creates a significant risk of unfair treatment. The broad operational capacity requirement might favor larger agencies.

Absence of evaluation criteria compromises fairness and transparency
Broad operational capacity requirement could disadvantage smaller firms
Practicality40/100

The framework approach is practical for streamlining procurement across multiple entities. However, the complete lack of tender documents and detailed requirements makes it highly impractical for potential bidders to prepare comprehensive, compliant, and competitive proposals. This will likely lead to confusion and potentially fewer quality bids.

Impractical for bidders to prepare bids without full documentation
Potential for reduced quality and quantity of bids due to lack of information
Data Consistency100/100

The provided information is internally consistent; the description aligns with the stated requirements. There are no conflicting pieces of information within the extract.

Sustainability0/100

The tender does not include any explicit requirements or considerations related to green procurement, social criteria, or innovation, representing a missed opportunity to integrate broader sustainability objectives into the procurement process.

No green procurement criteria
No social criteria

Strengths

Clear strategic objective to streamline recruitment services and enhance efficiency.
Framework approach with 5 Lots allows for specialization and tailored service provision.
Comprehensive scope of beneficiaries (TfGM, GMCA, councils, fire, police) promotes economies of scale.
Estimated value and contract duration are clearly disclosed, providing transparency.
References the Procurement Act 2023 for mandatory exclusion grounds.

Concerns

Critical absence of all tender documents, making it impossible for bidders to understand full requirements.
Missing explicit evaluation criteria, compromising transparency, objectivity, and fairness of the process.
Lack of detailed descriptions for the 5 specialist Lots, hindering targeted bidding.
No explicit financial requirements to assess the economic and financial standing of bidders.
General and unquantified technical capability requirements make objective assessment challenging.

Recommendations

1. Immediately publish all comprehensive tender documents, including detailed specifications for each Lot, draft contract terms, and instructions for the Restricted procedure's selection stage.
2. Clearly define and publish the evaluation criteria and their weighting for both selection and award stages to ensure transparency and objectivity.
3. Include explicit financial requirements to assess the economic and financial standing of potential bidders and mitigate risks.
