Good

Tender Quality Score

This is a well-structured preliminary market engagement notice for a very large framework, clearly outlining the broad scope and emphasizing sustainability, though lacking formal tender details as expected at this stage.

Score Breakdown

Legal Compliance75/100

The notice, as a preliminary market engagement, is a compliant step in the procurement process. However, the assigned CPV code (30100000) appears too narrow for the extensive range of technology products and services described, which could lead to issues in future formal tender stages. The 'None' procedure type is consistent with its planning status.

CPV code appears too narrow for the described scope.
Clarity80/100

The description of the intended scope for hardware, software, and associated services is very clear and comprehensive for a preliminary market engagement notice. The AI-extracted requirements are well-documented and understandable, effectively communicating the capabilities sought from potential suppliers.

Completeness70/100

The notice provides all essential basic information, including title, reference, organization, estimated value, duration, and location. While formal evaluation criteria and detailed specifications are absent, this is expected given its 'planning' status as a preliminary market engagement, not a full tender.

Missing formal evaluation criteria and detailed specifications (expected for a full tender, but not for this preliminary stage).
Fairness85/100

The requirements are broadly defined and generic, suggesting no tailoring to specific companies. Full document access is provided, and the estimated value is disclosed. The submission deadline for market engagement offers ample time for preparation. The lack of evaluation criteria is appropriate for this preliminary stage.

Automated check indicates 'No e-submission', which could be a fairness concern for the eventual formal tender.
Practicality65/100

The absence of electronic submission support, as flagged by automated checks, is a significant practical drawback for efficiency and accessibility. While contract duration and start date are known, a direct document URL beyond the OCID would enhance ease of access.

No electronic submission support flagged.
Direct document URL not explicitly provided.
Data Consistency90/100

Key fields are largely populated, and the data is consistent with the notice's 'planning' status and 'None' procedure type. Dates are logical, with a generous lead time for market engagement before the contract start.

Sustainability75/100

The tender description explicitly highlights a strong focus on environmental sustainability, including alignment with Carbon Net Zero, Circular IT objectives, and the provision of recycling services. However, explicit social aspects or innovation criteria are not detailed.

Lack of explicit social or innovation criteria.

Strengths

Clear and comprehensive description of the intended scope for market engagement.
Strong emphasis on environmental sustainability (Carbon Net Zero, Circular IT, recycling).
High estimated value indicates a significant opportunity.
Good data consistency for a preliminary notice.
Ample time provided for market engagement input.

Concerns

CPV code (30100000) appears too narrow for the broad range of IT products and services described.
Automated check indicates 'No e-submission', which is a practical drawback for efficiency and accessibility.
Lack of explicit social or innovation criteria in sustainability aspects.
Status is 'planning' and procedure is 'None', meaning it's not a formal tender yet, and many details are still undefined.

Recommendations

1. Review and update the CPV codes to accurately reflect the extremely broad scope of technology products and services.
2. Ensure that the eventual formal tender supports electronic submission to enhance practicality and equal access.
3. Consider incorporating explicit social and innovation criteria into the sustainability objectives for the full tender.
