Tender Quality Score

This tender represents a well-structured preliminary market engagement for a significant framework contract, demonstrating good clarity and accessibility, though lacking formal procedure definition and sustainability focus at this early stage.

Score Breakdown

Legal Compliance75/100

The tender, being in a 'planning' status for market engagement, appropriately lacks a formal procedure type. Deadlines for market engagement are reasonable (10 days), CPV codes are correctly assigned, and there are no disputes. Compliance with preliminary disclosure requirements is met.

Formal procedure type is not yet defined, which is expected for a planning notice but noted for future stages.
Clarity80/100

The description of the scope, assets, and emergency response times is clear and unambiguous. AI-extracted requirements for market engagement are well-documented and understandable. Evaluation criteria are not specified, which is acceptable for a preliminary market engagement but would be critical for a full tender.

Evaluation criteria for the subsequent tender are not specified.
Completeness70/100

All basic information, including title, reference, organization, estimated value, duration, and contract start date, is provided. Documents are attached and accessible. Requirements for market engagement are defined, but formal evaluation criteria and procedure type are absent, consistent with its 'planning' status.

Evaluation criteria for the subsequent tender are not specified.
Fairness85/100

Full document access is provided via direct links, and the estimated value is disclosed. The 10-day deadline for market engagement is reasonable. Requirements are generic and do not appear tailored to a specific company. E-procurement is enabled through an online questionnaire and a procurement platform.

Practicality65/100

Electronic submission for the market engagement questionnaire is supported. Document URLs, contract start date, and duration are clearly provided. Financing information is limited to the estimated value, without further detail on funding sources or structure.

Financing information is limited to the estimated value.
Automated check flagged 'No e-submission', which might imply the final tender process isn't fully defined for e-submission.
Data Consistency90/100

All key fields are populated, and the data is consistent and logical. The 'planning' status aligns with the absence of a formal procedure type. Dates are logical, with the contract start well after the market engagement deadline. No disputes or suspensions are reported.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation focus within the provided tender information. As a preliminary market engagement, these elements may be introduced later, but their current absence results in a neutral score.

No explicit mention of social aspects.

Strengths

Clear and comprehensive description of the scope of works.
Estimated value, duration, and contract start date are clearly specified.
Easy access to market engagement questionnaire and opportunity listing.
Requirements for market engagement are well-defined and understandable.
High data consistency and logical timeline.

Concerns

Evaluation criteria for the subsequent tender are not specified.
Lack of explicit sustainability (environmental, social, innovation) considerations.
Limited detail on financing beyond the estimated value.
Potential ambiguity regarding full e-submission capabilities for the final tender stage.
