Tender Quality Score

This tender establishes a Dynamic Purchasing System for Alternative Fuelled Vehicles with a substantial estimated value and duration. However, the critical absence of full procurement documents severely compromises its quality, transparency, and fairness.

Score Breakdown

Legal Compliance100/100

The use of a Dynamic Purchasing System (DPS) is a legally valid procurement procedure. However, the inability to access full procurement documents makes it impossible to assess the detailed legal compliance of the specific requirements and conditions, including adherence to mandatory exclusion grounds.

Inability to verify compliance with national/EU procurement laws due to missing full documents.
Clarity40/100

The extracted requirements are highly generic and repeatedly refer to 'full procurement documents' for essential details (e.g., specific technical, financial, and exclusion criteria). This renders the publicly available information extremely vague and unhelpful for potential suppliers.

Vague and generic requirements.
Critical information deferred to missing full documents.
Completeness83/100

The tender information provided is critically incomplete. The complete absence of any attached documents means that all substantive requirements, evaluation criteria, and terms and conditions are missing, making it impossible for potential suppliers to prepare a submission.

No full tender documents attached.
Missing detailed technical specifications.
Fairness80/100

The lack of accessible, detailed procurement documents creates a significant barrier to fair competition. Without clear and comprehensive information, potential suppliers cannot equally understand the requirements or formulate competitive offers, potentially favoring those with prior knowledge or direct contact.

Lack of transparency and information asymmetry.
Potential for unequal access to critical information.
Practicality40/100

It is highly impractical for any supplier to prepare a meaningful application based solely on the provided summary. The absence of full documents makes the application process unworkable and will likely lead to numerous queries and delays, increasing administrative burden for both parties.

Unworkable application process for suppliers.
High administrative burden due to inevitable clarification requests.
Data Consistency100/100

The provided summary information is internally consistent. However, without the full procurement documents, it is impossible to verify consistency between this summary and the complete set of tender requirements, which could contain conflicting details.

Cannot verify consistency with full, missing documents.
Sustainability0/100

The tender's focus on 'Alternative Fuelled Vehicles' inherently aligns with environmental sustainability goals. However, beyond this core product type, no specific green procurement, social, or innovation criteria are explicitly mentioned in the extracted requirements.

Lack of explicit additional green, social, or innovation criteria beyond the core product type.

Strengths

Clear strategic intent for Alternative Fuelled Vehicles.
Significant estimated value (1 billion EUR) and long duration (10 years), indicating a major opportunity.
Broad scope for all public sector organisations.
Use of a Dynamic Purchasing System, allowing for new entrants over time.

Concerns

Critical absence of full procurement documents.
Vague and generic requirements that defer to missing documents.
Missing detailed evaluation criteria.
Lack of e-submission functionality (as per automated check).
Potential for reduced competition and information asymmetry.

Recommendations

1. Immediately publish all full and comprehensive procurement documents, including detailed technical specifications, financial requirements, and evaluation criteria.
2. Ensure all essential information is clearly accessible to all potential suppliers to foster fair competition.
3. Implement an e-submission platform to streamline the application process and enhance efficiency.
