Tender Quality Score

This is a well-structured market engagement notice for cleaning services, providing clear initial requirements and financial estimates. While it lacks full tender details like specific evaluation criteria, this is appropriate for its planning stage, indicating future transparency.

Score Breakdown

Legal Compliance75/100

The tender is in a 'planning' status and described as a 'market engagement exercise', which mitigates some of the missing formal details. CPV codes are correctly assigned, and there are no disputes. The absence of a defined procedure type is a gap for a full tender but acceptable for this preliminary stage.

Formal procedure type is not defined.
Clarity80/100

The description of services and high-level contractor requirements is clear and unambiguous. The AI-extracted requirements accurately reflect the provided text. However, specific evaluation criteria and full performance conditions are noted as 'forthcoming', which is clear about their current absence.

Evaluation criteria are not yet specified.
Full performance conditions are not yet detailed.
Completeness70/100

Basic information, estimated value, duration, and location are well-defined. While detailed eligibility, financial requirements, and evaluation criteria are missing, the notice explicitly states this is a market engagement and full information will follow, making it complete for its current purpose.

Detailed eligibility and financial requirements are not yet specified.
Full tender specifications and evaluation criteria are pending.
Fairness85/100

The market engagement approach itself promotes fairness by seeking early input. The estimated value is disclosed, and an e-procurement platform is used. Requirements appear generic and not tailored to a specific company. The lack of evaluation criteria is a future concern but not a current fairness issue for this stage.

Evaluation criteria are not yet specified, which could impact future transparency.
Practicality65/100

Electronic submission is supported via a provided link, and key dates like contract start and duration are known. However, one document failed to download, and financing information is limited to an estimated value.

One tender document failed to download.
Financing information is basic, limited to estimated value.
Data Consistency90/100

Key fields are populated, and the 'None' status for Type and Procedure is consistent with the 'planning' status of the tender. Dates are logical and explicitly stated as estimates, which is appropriate for a market engagement notice.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation focus within the provided information. This represents a missed opportunity to integrate sustainability considerations.

No green procurement criteria.
No social aspects mentioned.

Strengths

Clear description of services and contractor requirements for market engagement.
Transparent disclosure of estimated value and contract duration.
Utilizes an e-procurement platform for responses.
Correct CPV classification.
Proactive market engagement approach.

Concerns

Lack of formal procedure type and detailed eligibility/financial requirements (though noted as planning stage).
Absence of specific evaluation criteria and full performance conditions.
No integration of sustainability (green, social, innovation) aspects.
One document failed to download.
Reliance on 'forthcoming' information for critical tender details.

Recommendations

1. Ensure comprehensive evaluation criteria and detailed specifications are published in the subsequent tender.
2. Integrate sustainability considerations (e.g., eco-friendly cleaning products, social value clauses) into the final tender documents.
3. Clearly define the formal procurement procedure type when the full tender is launched.
