Original Tender Description

The H3 Housing Construction, Demolition and Remediation Framework is being developed to support public sector organisations in delivering high-quality and sustainable housing projects across the UK. The Framework will provide a comprehensive end-to-end solution covering design, enabling works, construction and completion for a wide range of residential schemes. Its scope includes traditional and 3D modular housing (both low-rise and high-rise), sheltered and supported accommodation, mixed-use developments, care homes, student accommodation, temporary accommodation, key worker housing, MOD accommodation and High-Risk Buildings. It will also incorporate enabling and preparatory services such as infrastructure works, site clearance, decontamination, remediation and demolition, as well as conversions, extensions and adaptations of existing buildings. The Framework aims to appoint high-performing contractors who can demonstrate quality, innovation and value, while supporting market development, diversified supply chains and the reduction of whole-life costs. It will also encourage delivery approaches that contribute to national Net Zero ambitions, including increased use of 2D and 3D modern methods of construction and higher Pre-Manufactured Value (PMV). Through this pre-market engagement, LHC Procurement Group seeks to gather supplier feedback to help shape the final structure, commercial model and technical requirements of the H3 Framework prior to commencing the procurement process.

Tender Quality Score

This is a well-structured pre-market engagement notice for a significant housing framework, effectively seeking market feedback to shape future procurement. While lacking formal tender details as expected, it clearly outlines anticipated requirements and strongly emphasizes sustainability and innovation.

Score Breakdown

Legal Compliance75/100

The notice is compliant as a pre-market engagement, with reasonable deadlines for feedback and correct CPV codes. However, the absence of a defined procedure type and liable person are minor omissions for any public notice, even if preliminary.

Procedure type not clearly defined
Liable person not specified
Clarity80/100

The description of the framework's scope, objectives, and anticipated requirements is exceptionally clear and comprehensive. The distinction between current feedback requirements and future framework requirements is well-managed.

Completeness70/100

For a pre-market engagement notice, it is largely complete, providing essential information such as title, organization, reference, description, and anticipated scope. The 1.00 EUR estimated value is understood as a placeholder for this type of notice.

Estimated value of 1.00 EUR is a placeholder and could benefit from explicit clarification in the basic info
Fairness85/100

The pre-market engagement itself promotes fairness by seeking market input to shape the framework. Anticipated requirements are generic and broad. The main detractor is the lack of electronic submission, which can hinder equal access for all potential suppliers.

No electronic submission capability for feedback
Practicality65/100

The lack of electronic submission for feedback is a significant practical limitation in modern procurement. While other key dates and duration are provided, the submission method impacts ease of participation.

No electronic submission supported
Data Consistency90/100

Data is generally consistent, with logical dates and no disputes. The 'None' values for procedure type and liable person are minor inconsistencies but acceptable for a planning-stage notice.

Sustainability90/100

The tender explicitly demonstrates a strong commitment to sustainability, including Net Zero ambitions, modern methods of construction (MMC), and social aspects like various housing types and diversified supply chains. Innovation is also a key focus.

Strengths

Clear and comprehensive description of the framework's scope and objectives.
Strong emphasis on sustainability, Net Zero ambitions, and modern methods of construction.
Proactive market engagement to gather supplier feedback, promoting fairness.
Anticipated technical requirements are well-defined and broad.
Good data consistency for a pre-market notice.

Concerns

Absence of a formal procedure type and liable person.
Lack of electronic submission capability for feedback.
Estimated value of 1.00 EUR, while a placeholder, might be confusing without explicit clarification.
No specific financial or mandatory exclusion grounds provided (though anticipated for future framework).

Recommendations

1. Clearly state the formal procedure type (e.g., Prior Information Notice, Request for Information) even for pre-market engagement.
2. Implement an electronic submission method for supplier feedback to enhance accessibility and practicality.
3. Explicitly state that the 1.00 EUR estimated value is a placeholder for market engagement purposes.
