Original Tender Description

The London Borough of Hackney is looking to commission an experienced Children's Home provider to run and operate 2 new Children’s Homes in Hackney out of Council owned properties. The home will accommodate a maximum of 6 children between them (in a 2 bed and 4 bed home), from the ages of 11 and 17.The Council has a legal obligation under the Children Act 1989 to provide suitable accommodation for children looked after in order to fulfil its corporate parenting responsibilities. We recognise the exceptionally challenging staffing climate in relation to support work and residential care staff, as well as the complexities and challenges around OFSTED registration. As a result of this, our aim is to work in partnership with an experienced provider who is already delivering OFSTED registered children's homes services. Commissioning an experienced partner provider with an established staff and management pool, means that we are able to enhance the quality of experience and care for children looked after. We want to build a partnership with a provider who has a track record of delivering good and outstanding homes to help us deliver excellent services for children looked after in Hackney. The maximum duration of the contract will be seven years, comprising an initial period of five years with the option to extend for a further two years (5+1+1). Conditions of Participation In order to have their Invitation to Tender assessed a supplier must pass the qualifying Conditions of Participation as set out on the Procurement Portal within the Procurement Specific Questionnaire(PSQ) These include but are not limited to the following: -Providers will need to demonstrate that they have been operating children’s homes in England for at least 2 years and hold current active OFSTED registration. Please refer to the 'Technical Ability' and 'Project Specific Questions' of the PSQ (this will be tested via a series of questions which will ALL require a 'PASS' mark) -For the financial appraisal, we would seek that Providers have a Contract Turnover ratio of less than 50%, Eg: Annual Contract Value ➗ Total Annual Turnover. Please refer to the 'Financial Capacity' section of the PSQ for further details. The Conditions of Participation will be tested over a series of questions within the PSQ. Please refer to the PSQ for the full list of ‘conditions of participation’ for this procurement.

Tender Quality Score

This tender for children's homes in Hackney clearly defines the service need and eligibility, but critical issues with document accessibility and the absence of evaluation criteria significantly undermine its completeness and fairness.

Score Breakdown

Legal Compliance75/100

The tender correctly identifies the procedure type and CPV codes, and there are no reported disputes. However, the lack of explicit mention of mandatory exclusion grounds and the failure of some documents to download pose legal compliance risks.

Missing explicit mention of mandatory exclusion grounds
Failure of some tender documents to download
Clarity60/100

The service description and participation requirements are clear and well-articulated. However, a significant deficiency is the complete absence of specified evaluation criteria, making it difficult for bidders to understand how their proposals will be assessed.

No evaluation criteria specified
Performance conditions not explicitly detailed
Completeness50/100

While basic information, value, and duration are present, the tender is critically incomplete due to the failure of two out of four listed documents to download. This prevents potential bidders from accessing essential information.

Two out of four tender documents failed to download
Missing 'Liable Person' and procedure/type codes
Fairness40/100

Fairness is severely compromised by the lack of full document access and the absence of transparent evaluation criteria. While the requirements themselves do not appear tailored, the process lacks the necessary transparency for equitable competition.

Lack of full document access due to download failures
Absence of specified evaluation criteria
Practicality55/100

Key dates and financial information are provided, which is practical. However, the lack of a direct document URL, unclear electronic submission support, and the critical issue of inaccessible documents significantly hinder the practical application for bidders.

Data Consistency90/100

The tender exhibits good data consistency with logical dates and consistent information across fields. Only minor fields like 'Liable Person' and procedure codes are unpopulated.

Minor missing fields (Liable Person, procedure codes)
Sustainability50/100

While the core service addresses a significant social need, the tender does not explicitly integrate broader sustainability, green procurement, or innovation criteria into its requirements or evaluation framework.

No explicit green procurement criteria
No explicit social criteria beyond the core service

Strengths

Clear description of the service and need
Well-defined eligibility and technical requirements
Transparent financial value and contract duration

No reported disputes or suspensions

Concerns

Critical failure: Two out of four tender documents failed to download
Critical issue: No evaluation criteria specified
