Good

Tender Quality Score

This is a well-structured preliminary market engagement event for domestic abuse support services, demonstrating good clarity and a strong social focus, though transparency is reduced by the undisclosed estimated value.

Score Breakdown

Legal Compliance85/100

As a Preliminary Market Engagement (PME) event, this notice appropriately focuses on market sounding rather than formal tender requirements. The notice period for the event is reasonable, and the CPV code is suitable for the service described. There are no indications of non-compliance with pre-procurement regulations.

Clarity90/100

The purpose of the PME is exceptionally clear, distinguishing between the current engagement and the anticipated future tender. The AI-extracted requirements are well-structured and explicitly differentiate between current and future expectations, providing excellent guidance to interested parties.

No evaluation criteria specified (expected for PME)
Completeness65/100

Basic information, future contract duration, and start date are clearly provided. However, the estimated value is not disclosed, which is a significant omission even for a PME as it limits market participants' ability to gauge the scale of the opportunity. One document failed to download.

Estimated value not disclosed
One document failed download
Fairness65/100

The PME itself is a positive step towards fairness by engaging the market early and outlining future requirements generically. However, the undisclosed estimated value reduces transparency, making it harder for all potential suppliers to assess the opportunity equally. The in-person event format might also limit access for some.

Estimated value not disclosed
In-person event for PME
Practicality60/100

The PME is an in-person event, which, while allowing direct interaction, limits accessibility for organizations unable to attend physically and does not support electronic submission. Contract start and duration are known, but financing information is not detailed.

In-person event
No e-submission for PME
Data Consistency95/100

All provided dates (PME event, anticipated tender, contract start, duration) are logical and consistent. Key fields are populated appropriately for a PME notice, and there are no reported disputes or suspensions.

Sustainability75/100

The tender focuses on domestic abuse support services, inherently addressing significant social aspects. It explicitly aims for a 'local, community-based offer' that is 'accessible to all,' demonstrating a strong commitment to social sustainability. However, there is no explicit mention of environmental (green) procurement or innovation focus.

No explicit green procurement or innovation focus
