Tender Quality Score

This tender is a re-tendering for a public minibus Saturday service. It is generally well-structured with clear basic information, but lacks specific evaluation criteria and details on document content.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, including a clear CPV code and a defined procedure. Deadlines are provided, though the submission deadline might be considered short given the complexity of a re-tender. No disputes are noted. The procedure is 'Below threshold - open competition', which is appropriate for the estimated value.

Clarity80/100

The description of the service requirement is clear, explaining the need for a Saturday service on an existing route and referencing a previous unsuccessful attempt. The estimated value range and contract duration are specified. However, the absence of explicit evaluation criteria makes it unclear how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, reference, organization, description, estimated value, and contract duration. The submission deadline is also provided. However, the lack of accessible content for the tender documents is a significant omission, hindering a full assessment of completeness.

No document content available
Fairness85/100

The tender is an open competition, suggesting fairness. The estimated value is disclosed, and the criteria for bidding (competitive bid based on market prices) are objective. The procedure is open, and the value is not excessively low or high, promoting a fair market response. There are no apparent requirements tailored to specific companies.

Practicality65/100

The tender specifies a contract start date and duration. However, the lack of information regarding e-submission methods and the URL for accessing tender documents reduces practicality. Financing information is not explicitly detailed beyond the estimated value.

No e-submission
Document URL missing
Data Consistency90/100

Key fields such as title, reference, organization, deadlines, value, and duration are populated. The dates provided for contract start and duration are logical. There are no reported suspensions or disputes, indicating good data consistency.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria.

Not green procurement
No social criteria

Strengths
