Tender Quality Score

This tender provides basic information and a clear scope of work but critically lacks detailed tender documents and explicit evaluation criteria, which significantly hinders transparency and fair competition. The absence of supporting documentation makes it challenging for bidders to formulate accurate and comprehensive proposals.

Score Breakdown

Legal Compliance100/100

While basic information is present, the complete absence of tender documents, detailed specifications, and explicit evaluation criteria raises significant concerns regarding transparency, equal treatment, and adherence to fundamental public procurement principles, even for a below-threshold procedure.

Absence of tender documents
Missing explicit evaluation criteria
Clarity40/100

The general description of services required (upgrades and 4-year maintenance for 16 roller shutter doors at two locations) is clear at a high level. However, without any attached documents, detailed specifications, technical requirements, or performance standards, the clarity for potential bidders to formulate a precise and competitive offer is severely compromised.

Lack of detailed technical specifications
Absence of performance standards
Completeness83/100

The tender is fundamentally incomplete due to the complete absence of any attached documents. This means critical information such as detailed specifications, terms and conditions, contract drafts, submission forms, and explicit evaluation criteria are missing, making it impossible for bidders to prepare a comprehensive response.

No tender documents provided
Missing evaluation criteria
Fairness60/100

The absence of explicit evaluation criteria and detailed tender documents creates a significant risk of subjective assessment and unequal treatment among bidders. Without clear rules for evaluation, the procurement process lacks transparency, potentially disadvantaging suppliers who are not privy to unstated preferences or requirements.

Risk of subjective evaluation due to missing criteria
Lack of transparency in evaluation process
Practicality40/100

The scope of work (upgrades and 4-year maintenance for 16 doors across two locations) appears practical for a specialized supplier. However, the lack of detailed information in the tender documents makes it impractical for bidders to accurately scope the work, estimate costs, and prepare a robust proposal, potentially leading to inflated bids or scope misunderstandings.

Difficulty for bidders to accurately scope work without detailed specifications
Risk of inaccurate cost estimation by bidders
Data Consistency100/100

The provided basic information appears consistent. The estimated value is clearly stated in both EUR and GBP equivalent, and the contract duration aligns with the maintenance period.

Sustainability0/100

The tender does not include any explicit green, social, or innovation-focused procurement criteria. This represents a missed opportunity to integrate broader sustainability objectives into the procurement process.

No explicit green procurement criteria
No social criteria mentioned

Concerns

Lack of transparency regarding the full scope and requirements without supporting documents.
