Tender Quality Score

This tender for health and safety training services demonstrates good clarity in its description and requirements but is significantly hampered by critical omissions, particularly the complete absence of evaluation criteria, which severely impacts fairness and legal compliance.

Score Breakdown

Legal Compliance65/100

The tender defines the procedure type and CPV codes correctly, and no disputes are noted. However, the absence of a tender reveal date, specific mandatory exclusion grounds, and crucially, evaluation criteria, represents significant legal and regulatory disclosure deficiencies.

Missing tender reveal date
No specific mandatory exclusion grounds detailed
Clarity50/100

The description of services, lots, and general requirements is clear and unambiguous. However, the complete absence of evaluation criteria makes it fundamentally unclear how bids will be assessed and awarded, which is a critical flaw in clarity for potential bidders.

No evaluation criteria specified
Completeness55/100

While basic information, value, and duration are provided, the tender lacks several critical components. Key omissions include the tender reveal date, specific evaluation criteria, detailed mandatory exclusion grounds, and specific financial requirements beyond general supplier qualifications.

Missing tender reveal date
No evaluation criteria specified
Fairness40/100

The tender's requirements do not appear tailored to a specific company, and e-procurement is enabled. However, the complete absence of evaluation criteria is a severe fairness issue, as it prevents objective and transparent assessment of bids and undermines equal treatment among bidders.

No evaluation criteria specified (major impact on transparency and objectivity)
Practicality70/100

Electronic submission is supported, which is a significant practical advantage. However, the explicit document URL is not provided in the snippets, and the contract start date is not specified, which are minor practical drawbacks.

Document URL not explicitly provided in snippets
Contract start date not specified
Data Consistency60/100

Most key fields are populated, and dates are logical. However, there is a notable inconsistency in the estimated value, stated as EUR in basic information but GBP in the official PDF summary. The procedure code is also missing.

Inconsistent currency for estimated value (EUR vs. GBP)
Missing procedure code
Sustainability20/100

The tender does not include any explicit criteria or focus on green procurement, social aspects, or innovation. It is also not indicated as EU funded, which typically encourages higher sustainability standards.

No sustainability criteria
No social criteria

Strengths

Concerns
