Tender Quality Score

This tender is clear and socially focused, but it has significant deficiencies regarding evaluation criteria, e-submission, and overall document completeness.

Score Breakdown

Legal Compliance75/100

Deadlines are reasonable, the procedure type and CPV code are clear, and there are no disputes. However, the explicit absence of mandatory exclusion grounds and, critically, evaluation criteria are significant legal compliance deficiencies.

Missing mandatory exclusion grounds
Missing evaluation criteria
Clarity80/100

The description and technical requirements (DfE standards) are very clear and unambiguous. The problem lies more in the missing information rather than the lack of clarity of existing information.

No evaluation criteria specified (impacts overall process clarity)
Completeness70/100

Basic information, value, duration, and key technical requirements are present. However, the tender is incomplete due to a failed document download, and the explicit absence of mandatory exclusion grounds, financial requirements, and evaluation criteria.

Failed document download
Missing mandatory exclusion grounds
Fairness85/100

The estimated value is disclosed, requirements are generic and not tailored, and the deadline is reasonable. The tender seeks multiple providers. While the missing evaluation criteria impacts transparency, the requirements themselves are fair. The lack of e-submission and a failed document download are minor fairness concerns in terms of equal access.

Missing evaluation criteria (impacts transparency of evaluation)
No e-submission
Practicality65/100

Contract start date, duration, and funding source are clear. However, the lack of electronic submission is a significant practical drawback for bidders and the procuring entity. A failed document download also creates practical difficulties.

No e-submission
One document failed to download
Data Consistency90/100

Dates are logical and consistent, and there are no reported disputes or suspensions. Most critical data fields are populated. Minor omissions, such as 'Liable Person' and procedure codes, are not significant data inconsistencies.

'Liable Person' field empty
Procedure 'Code' field empty
Sustainability50/100

The tender has a strong inherent social focus by targeting vulnerable children and promoting healthy lifestyles. However, it explicitly lacks green procurement criteria and any focus on innovation.

No explicit green procurement criteria
No innovation focus

Strengths

Clear description of the program and target beneficiaries
Requirements are based on well-defined DfE framework standards
Value, duration, and contract start date are clearly specified
No indication of tailored requirements for a specific company
Strong inherent social focus

Concerns

Absence of explicit evaluation criteria
Missing mandatory exclusion grounds and financial requirements
Lack of electronic submission
One tender document failed to download
No explicit green procurement or innovation focus

Recommendations

1. Publish clear and objective evaluation criteria to ensure transparency and fairness.
2. Provide comprehensive tender documents, including mandatory exclusion grounds and detailed financial requirements, ensuring all documents are accessible.
3. Implement an electronic submission system to enhance practicality and equal access for bidders.
