Original Tender Description

Swindon Borough Council is seeking to form a contract with a suitable provider for supply of broad range of housing repairs materials and other associated items including (but not limited to) electrical, heating, paints and decorative materials, Roofing, Windows and glass, kitchens, bathroom, ironmongery, sanitaryware, clothing, doors, power tools, aggregates, insulations, gas, plumbing, highways, street lighting, timber, fencing, site safety equipment, etc. The initial contract term will be for Four (4) years with an option to extend for a further Two (2) years plus a further One (1) year extension. Estimated contract spend is £12m excl. VAT across the initial 4 year contract term and £21.3m excl. VAT across the potential total Seven (7) year contract term. Associated risk with this procurement: The value of the contract can change over the contract duration (including extension) due to increase in housing stocks over the period of time or where major repair is to be undertaken across the housing stocks. The impact of this increase can be upto circa £2m (10%) additional sums over contract duration. Implementation of technology-based services for Click and Collect and Van Stock concepts through NEC housing software (if implemented by SBC, else alternative platform) is within the scope but industry knowledge about implementation of these concepts within the NEC is sparce due to very limited implementation of these concepts on NEC platform across UK. This can impact the overall project and increase in implementation time and resources.

Tender Quality Score

This tender outlines a significant materials supply and managed stores service requirement but suffers from critical omissions in documentation and potential issues with clarity and fairness, particularly regarding specific technology requirements and data consistency.

Score Breakdown

Legal Compliance100/100

The tender appears to follow an open procedure, which is generally compliant. However, the absence of explicitly stated mandatory exclusion grounds and specific eligibility requirements in the provided extract is a concern, as these are fundamental for legal compliance and transparency.

No mandatory exclusion grounds explicitly mentioned.
No specific eligibility requirements beyond 'suitable provider' are detailed.
Clarity40/100

While the overall scope of materials is broadly described, the lack of detailed specifications due to missing documents makes it difficult to assess clarity for bidders. The technology requirement for NEC housing software, with acknowledged 'sparce' industry knowledge, introduces ambiguity regarding how bidders should demonstrate this capability.

Broad 'but not limited to' list of materials lacks specific detail without full documents.
Ambiguity in demonstrating 'sparce' industry knowledge for NEC housing software integration.
Completeness83/100

The tender is critically incomplete due to the complete absence of attached tender documents and evaluation criteria. This prevents bidders from understanding the full scope, requirements, and assessment methodology, making it impossible to prepare a compliant and competitive bid.

No tender documents attached or content available, which is a fundamental flaw.
Missing evaluation criteria, preventing bidders from understanding award methodology.
Fairness60/100

The requirement for specific industry knowledge regarding NEC housing software, where implementation experience is acknowledged as 'sparce', raises concerns about potential tailoring. This highly specific and rare requirement could unduly restrict competition to a very limited number of providers, potentially favoring an incumbent or a specific company.

Requirement for 'sparce' industry knowledge on NEC housing software implementation may unduly restrict competition and could be perceived as tailoring for a specific company.
Practicality40/100

The combination of a very broad materials scope, a managed stores service, and a niche technology integration with acknowledged limited industry experience presents significant practical challenges for potential bidders. Without full documentation, assessing the practical feasibility of meeting all requirements is difficult.

Demanding a broad range of materials, managed stores, and niche technology integration (NEC housing software) simultaneously creates a complex and potentially challenging scope for bidders.
Data Consistency100/100

There is a significant inconsistency in the estimated contract value. The 'Financial Information' states 25,560,000.00 EUR, while the 'Description' states £12m excl. VAT for 4 years and £21.3m excl. VAT for 7 years. These figures are not directly equivalent, especially considering the currency difference, leading to confusion for bidders.

Significant discrepancy between the estimated value in EUR (25,560,000.00) and GBP (£12m / £21.3m) in different sections of the tender information.
Sustainability0/100

The provided information does not indicate any focus on green procurement, social criteria, or innovation. This represents a missed opportunity to incorporate sustainability objectives into a significant public contract.

No explicit mention of green procurement, social criteria, or innovation focus.

Strengths

Clear title, reference number, and contracting organization are provided.
The open procedure promotes competition in principle.
Contract duration and estimated value (despite inconsistency) are disclosed.
Broad description of required materials and services is given.

Concerns

Critical absence of all tender documents and evaluation criteria.
Significant inconsistency in the stated estimated contract value (EUR vs. GBP).
Highly specific technology requirement (NEC housing software with 'sparce' industry knowledge) potentially restricts competition and may be perceived as tailoring.
Lack of explicit mandatory exclusion grounds and specific eligibility requirements.
Absence of sustainability, social, or innovation criteria.

Recommendations

1. Immediately publish all comprehensive tender documents, including detailed specifications, terms and conditions, and clear evaluation criteria.
2. Clarify and reconcile the estimated contract value, ensuring consistency between currency and amounts.
3. Re-evaluate the highly specific technology requirement to ensure it is proportionate and does not unduly restrict competition, potentially allowing for equivalent experience or alternative platforms.
