Tender Quality Score

This tender presents a clear service description and basic information, but suffers from critical deficiencies in transparency and accessibility, primarily due to the absence of evaluation criteria and e-submission capabilities.

Score Breakdown

Legal Compliance65/100

The tender defines the procedure type and CPV codes correctly. However, the explicit absence of evaluation criteria is a significant legal compliance issue, as it undermines transparency and equal treatment. The missing reveal date also makes it difficult to fully assess compliance with minimum publication periods.

No evaluation criteria specified
Missing reveal date
Clarity55/100

The service description and AI-extracted requirements are clear and understandable. Nevertheless, the complete lack of specified evaluation criteria severely impacts the clarity for potential bidders regarding how their proposals will be assessed, which is a fundamental requirement for a well-structured tender.

No evaluation criteria specified
Performance conditions not fully detailed in summary
Completeness50/100

While basic information such as title, reference, organization, value, deadlines, and duration are provided, the tender is critically incomplete due to the absence of evaluation criteria. Furthermore, the listed 'documents' appear to be general notices and OCDS data rather than comprehensive tender specifications (e.g., Invitation to Tender, Scope of Work), which are essential for a complete bid package. The 'Liable Person' field is also empty.

No evaluation criteria specified
Detailed tender documents (ITT, SOW) not explicitly provided/summarized
Fairness50/100

The absence of evaluation criteria is a major fairness concern, as it prevents bidders from understanding the basis of award. The lack of e-submission capability also creates a barrier to equal access and modern procurement practices. While the technical requirements appear generic and not tailored, these two critical issues significantly compromise the fairness of the process.

No evaluation criteria specified
No e-submission capability
Practicality40/100

The tender suffers from significant practical drawbacks, notably the absence of e-submission support and a direct URL for accessing detailed tender documents. This creates unnecessary hurdles for potential bidders, making the process less efficient and accessible. Contract start date and duration are clearly specified, which is positive.

No e-submission capability
No document URL provided
Data Consistency85/100

Most key fields are populated, and dates are logical and consistent (submission deadline precedes contract start). There are no reported disputes or suspensions. The only minor inconsistency is the empty 'Liable Person' field.

Liable Person field is empty
Sustainability30/100

The tender shows limited focus on broader sustainability aspects. Automated checks indicate no explicit green procurement, social criteria (beyond the inherent social nature of the service), or innovation focus. While the service itself is social, the procurement process does not appear to integrate additional sustainability objectives.

No explicit green procurement criteria
No explicit social criteria (beyond core service delivery)
