Tender Quality Score

This tender for GP-based sexual health services via a Pseudo Dynamic Purchasing System (Ps DPS) is critically incomplete, lacking essential documentation and detailed criteria, which makes a comprehensive and informed application impossible.

Score Breakdown

Legal Compliance100/100

The use of a Ps DPS is a valid procurement tool. However, the absence of explicit mandatory exclusion grounds and detailed financial requirements in the provided extract, coupled with the complete lack of tender documents, raises significant concerns regarding full compliance with public procurement principles of transparency and equal treatment.

Absence of explicit mandatory exclusion grounds in the provided information.
Lack of detailed financial requirements.
Clarity40/100

The general scope and purpose of the tender (Ps DPS for GP-based sexual health services, specifically LARC) are clearly stated. However, the critical absence of the 'Specification' document means that the 'detailed requirements' for service provision are entirely undefined and unclear to potential applicants.

Contradiction: 'Detailed requirements are defined in the Specification provided' but no Specification document is attached.
Lack of clarity on specific service delivery expectations due to missing Specification.
Completeness75/100

This tender is severely incomplete. The complete absence of any attached documents, particularly the 'Specification' which is stated to contain detailed requirements, renders the tender fundamentally flawed. Key information such as estimated value, financial requirements, and evaluation criteria are also missing.

No documents attached (0 total), especially the critical 'Specification'.
Estimated contract value not disclosed.
Fairness60/100

The requirement for applicants to be 'GP Practices' is specific but justifiable for the nature of the service. However, the lack of detailed requirements, evaluation criteria, and financial information creates an uneven playing field, as applicants cannot fully understand what is expected or how they will be judged. This significantly hinders fair competition.

Missing Specification and evaluation criteria prevent fair assessment and competition.
Lack of financial requirements makes it difficult for applicants to assess viability and prepare competitive bids.
Practicality40/100

From the Authority's perspective, a Ps DPS offers flexibility. However, from an applicant's perspective, it is entirely impractical and impossible to prepare a meaningful or compliant application without the essential 'Specification' document detailing service requirements, performance indicators, and potentially pricing structures.

Impossible for applicants to prepare a meaningful application without the Specification document.
High administrative burden for potential applicants to seek clarification on fundamental requirements.
Data Consistency100/100

The provided text is internally consistent regarding the service type and target populations. However, there is a critical inconsistency between the description stating 'The detailed requirements are defined in the Specification provided' and the 'DOCUMENTS (0 total)' section, indicating no documents are actually available.

Contradiction between the description mentioning a 'Specification provided' and the absence of any documents.
Sustainability0/100

No information regarding environmental, social, or economic sustainability criteria is provided within the tender details. The automated check also flagged the absence of green procurement and social criteria.

Absence of any sustainability criteria (environmental, social, economic).

Strengths

Clear purpose and service type (GP-based sexual health, LARC).
Utilizes a Pseudo Dynamic Purchasing System (Ps DPS) for potential flexibility.
Clearly defines the target populations (Bedford Borough, Central Bedfordshire, Milton Keynes).
Open procedure encourages broad participation.

Concerns

Critical absence of all tender documents, especially the 'Specification', rendering application impossible.
Lack of explicit evaluation criteria for joining the Ps DPS.
No estimated contract value disclosed.
Absence of detailed financial requirements.
Contradiction between description and document availability.

Recommendations

1. Immediately publish all essential tender documents, particularly the detailed Specification, to enable informed and compliant applications.
2. Clearly define and publish the evaluation criteria for joining the Ps DPS to ensure transparency and fairness.
3. Disclose the estimated contract value and any specific financial requirements to aid applicant planning and resource allocation.
