Tender Quality Score

This is a well-structured preliminary market engagement (PME) notice, clearly outlining its purpose to gather information for a future tender. While comprehensive for a PME, it naturally lacks formal tender requirements and practical submission details.

Score Breakdown

Legal Compliance85/100

As a Preliminary Market Engagement, the tender correctly identifies its 'None' type and procedure, which is appropriate for this pre-procurement stage. The CPV code is accurately assigned, and there are no reported disputes, indicating compliance with basic transparency principles for market engagement.

Clarity90/100

The purpose of this market engagement is exceptionally clear, explicitly stating its aim to gather information for a future tender. The AI-extracted requirements clearly communicate that formal criteria are not yet specified, which is excellent for managing supplier expectations at this stage.

Completeness80/100

All essential basic information, financial estimates, timeline, and scope of services are provided, making it complete for a Preliminary Market Engagement. The explicit statement that formal requirements will be detailed in a future tender ensures completeness in its current context.

Fairness80/100

The PME nature ensures fairness by openly seeking information from the market without specific, potentially restrictive, requirements. The estimated value is disclosed, and the request is generic, showing no signs of tailoring. However, the lack of specified e-submission might pose a minor barrier to equal access.

Lack of specified e-submission method could slightly hinder equal access.
Practicality60/100

While the contract start date, duration, and financing information are clear, the absence of explicit electronic submission support and a direct document URL reduces the practicality for potential suppliers to easily engage and submit information.

No explicit electronic submission support.
Document URL not provided.
Data Consistency95/100

All key fields are populated, and the data is consistent and logical. There are no reported suspensions or disputes, and dates align appropriately for a planning stage notice.

Sustainability20/100

There is no mention of green procurement, social aspects, or innovation focus within the provided information. This is a common omission for preliminary market engagement but results in a low score for this specific criterion.

No explicit mention of green procurement criteria.
No social aspects included.

Strengths

Clear communication of Preliminary Market Engagement purpose.
Comprehensive description of services sought.
Accurate CPV code and basic information provided.
Transparency regarding future tender requirements.

Concerns

Lack of explicit electronic submission method.
Absence of sustainability, social, or innovation criteria.
Document URL not provided.

Recommendations

1. Specify the preferred method for information submission (e.g., an e-procurement portal link).
2. Consider including preliminary questions on sustainability or innovation in the market engagement to inform future tender specifications.
3. Provide direct links to all relevant documents for ease of access.
