Tender Quality Score

This tender for self-drive tankers and vacuum excavators presents significant deficiencies in critical areas such as legal compliance, clarity, and fairness due to missing mandatory requirements and evaluation criteria, alongside a failed tender document download. While the service description is clear and e-procurement is enabled, these fundamental gaps pose considerable risks to the procurement process's integrity and transparency.

Score Breakdown

Legal Compliance40/100

The tender explicitly lacks details on mandatory exclusion grounds and eligibility requirements, which are fundamental for legal compliance. The 'Tender Notice' document failed to download, hindering a full assessment. The missing reveal date also prevents verification of reasonable notice periods.

No specific mandatory exclusion grounds detailed
No specific eligibility requirements detailed
Clarity50/100

While the description of the required services and lot division is clear, the tender critically lacks specified evaluation criteria. Furthermore, mandatory exclusion, eligibility, and financial requirements are not detailed, creating significant ambiguity for potential bidders.

No evaluation criteria specified
Missing details on mandatory exclusion grounds
Completeness45/100

The tender is significantly incomplete due to the absence of mandatory exclusion grounds, eligibility requirements, financial requirements, and evaluation criteria. The failure to download the primary 'Tender Notice' document further exacerbates this issue, as crucial information may be inaccessible.

Missing mandatory exclusion grounds
Missing eligibility requirements
Fairness40/100

Fairness is severely compromised by the complete absence of evaluation criteria, making it impossible for bidders to understand how their proposals will be judged. The failed access to the 'Tender Notice' document also creates an unequal playing field. While requirements are not explicitly tailored, the lack of transparency is a major concern.

No evaluation criteria specified
Failed access to 'Tender Notice' document
Practicality65/100

E-Procurement is listed as a characteristic, which is a positive for practicality, though an automated check flagged 'No e-submission' creating a contradiction. The duration is clearly specified. However, the failed download of a key document and the lack of a specific contract start date are practical drawbacks.

Failed download of 'Tender Notice' document
Contradiction regarding e-submission support
Data Consistency70/100

While many key fields are populated, there are inconsistencies such as missing codes for the procedure type, an empty 'Liable Person' field, and a contradiction between 'E-Procurement' being a characteristic and 'No e-submission' being an issue. The missing reveal date also impacts timeline consistency.

Missing codes for procedure type
Empty 'Liable Person' field
Sustainability20/100

The tender does not include any explicit mention of green procurement, social aspects, or innovation focus. It is also not indicated as EU funded, which often correlates with higher sustainability standards.
