Original Tender Description

Transport for London (TfL) is conducting Preliminary Market Engagement with suppliers who can deliver services relating to London's Concessionary Travel System Development and/or Card Fulfilment/Bureau services. Available to suppliers at this stage of the engagement process, are 2 documents. First, a Market Brochure which provides information around TfL's current delivery of the Concessionary Travel Scheme and second a Market Sounding Questionnaire (MSQ), which is the format in which suppliers can respond to this notice. Please note, this is not a call for competition. To obtain these documents please reach out to reecechasey@tfl.gov.uk. TfL is currently solution agnostic and has not defined a procurement route, the purpose of this process is to help inform TfL's strategy to deliver the outcomes of the requirements. To submit a response to the MSQ, please do this through SAP Ariba, using the link provided within the documentation. For any queries relating to SAP Ariba registration (which takes roughly 5 minutes) please contact: Ariba_Supplier_Enablement@tfl.gov.uk

Tender Quality Score

This is a well-structured Preliminary Market Engagement (PME) notice, clearly outlining its purpose to gather information for future procurement. While it requires an extra step to access full documents, it provides sufficient detail for interested suppliers to engage effectively.

Score Breakdown

Legal Compliance85/100

The notice clearly defines itself as a Preliminary Market Engagement and not a call for competition, aligning with best practices for market sounding. The absence of a formal procedure type is appropriate for this stage. The CPV code is broadly relevant.

Clarity90/100

The description is highly clear and unambiguous, detailing the purpose of the PME and the steps for supplier participation. The AI-extracted requirements are also clear and appropriate for a market engagement phase, where formal evaluation criteria are not yet expected.

Completeness70/100

Basic information, estimated value, duration, and key dates are well-specified. However, the actual market engagement documents (Brochure, MSQ) are not directly provided or summarized, requiring suppliers to email for access, which reduces the immediate completeness of the provided information.

Market engagement documents are not directly accessible within the notice.
Fairness85/100

The estimated value is disclosed, and the submission deadline for the MSQ is reasonable. The use of SAP Ariba for submission promotes equal access. Requirements are generic and not tailored. The lack of evaluation criteria is appropriate for a PME.

Practicality70/100

Electronic submission via SAP Ariba is supported, and key contract dates are provided. However, the need to email for initial documents and the absence of a direct SAP Ariba link in the notice add minor practical hurdles for suppliers.

Market engagement documents require an email request rather than direct download.
The SAP Ariba submission link is not directly provided in the notice.
Data Consistency95/100

All key fields are consistently populated, and dates are logical. The 'None' status for Type and Procedure is consistent with the nature of a Preliminary Market Engagement. No disputes or suspensions are indicated.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation as specific criteria or focus areas within this notice. While the 'solution agnostic' approach might implicitly allow for innovative solutions, it's not a stated priority.

No explicit mention of sustainability or social criteria.
No explicit focus on innovation.

Strengths

Clear definition as a Preliminary Market Engagement, not a call for competition.
Detailed instructions for obtaining documents and submitting responses.
Use of an e-procurement platform (SAP Ariba) for submissions.
Transparency regarding estimated value and contract duration.
Solution-agnostic approach encourages broad market input.

Concerns

Market engagement documents (Brochure, MSQ) are not directly accessible, requiring an email request.
No explicit mention of sustainability, social, or innovation criteria.
The SAP Ariba submission link is not directly provided in the notice.
CPV code 'Computer equipment and supplies' might be too broad for the scope of services.

Recommendations

1. Consider providing direct download links for the Market Brochure and MSQ, or at least the SAP Ariba link, to streamline supplier access.
2. Explicitly invite suppliers to propose sustainable or socially responsible solutions within the MSQ, even at this early stage.
3. Review the CPV code to ensure it accurately reflects the full scope of potential services, including software development and specialized services.
