Tender Quality Score

This tender, currently in the planning stage, provides a clear program description but lacks critical details regarding the procurement process, full requirements, and evaluation criteria, significantly impacting its current quality.

Score Breakdown

Legal Compliance75/100

As a planning notice, the procedure type (Open) and CPV code are correctly defined. However, the absence of full tender documents prevents a comprehensive assessment of legal compliance, particularly regarding detailed regulations and mandatory disclosures for a live tender.

Full tender documents are not yet released, limiting complete legal compliance assessment.
Clarity60/100

The description of the Seren Academy program and its objectives is exceptionally clear. However, the clarity of the tender process itself is significantly hampered by the explicit deferral of mandatory exclusion grounds, eligibility, financial, and submission requirements, alongside the complete absence of evaluation criteria.

Evaluation criteria are not specified.
Many critical requirements (exclusion, eligibility, financial, submission) are deferred to future documents.
Completeness55/100

While basic information like title, organization, value, and key dates are present, the tender is highly incomplete for a full assessment. Critical tender documents, detailed requirements, and especially evaluation criteria are explicitly stated as missing or 'will be provided when released'.

Full tender documents with detailed requirements are missing.
Evaluation criteria are not defined.
Fairness65/100

The lack of full document access and the absence of specified evaluation criteria are significant fairness concerns. The automated check also indicates no e-submission, which limits equal access. However, the estimated value is disclosed, and technical requirements do not appear tailored.

Evaluation criteria are not specified, impacting transparency and objectivity.
Full tender documents are not yet accessible.
Practicality60/100

The absence of electronic submission support is a major practical drawback for bidders. While some key dates are provided, the lack of a direct URL for the full tender documents and deferred submission instructions reduce the overall practicality for potential contractors.

No electronic submission support.
URL for full tender documents is not provided.
Data Consistency90/100

The information provided is largely consistent and logical. Key fields are populated, and there are no reported disputes or suspensions. Any missing information is explicitly stated as 'will be provided later', rather than being contradictory.

Sustainability40/100

While the program itself has a strong social mission, the tender documentation does not explicitly incorporate green procurement, broader social criteria for the contractor's operations, or innovation focus within its requirements, representing a missed opportunity.

No explicit green procurement criteria.
No explicit social criteria for the contractor's operations.

Strengths

Clear and detailed description of the program and its objectives.
Estimated value and contract duration are clearly specified.
Appropriate CPV and NUTS codes assigned.
No disputes or suspensions reported.
Technical capability requirements for the service are well-defined.

Concerns

Critical tender documents (full requirements, evaluation criteria) are not yet released.
Lack of specified evaluation criteria.
Absence of electronic submission support.
Missing detailed mandatory exclusion grounds, eligibility, financial, and submission requirements.
No explicit integration of green, social, or innovation sustainability criteria for the contractor.

Recommendations

1. Release the full tender documents promptly, including all detailed requirements, evaluation criteria, and submission instructions.
2. Implement electronic submission capabilities to enhance accessibility and efficiency for bidders.
3. Consider integrating specific sustainability criteria (environmental, social, innovation) into the tender requirements for the contractor's operations.
