Tender Quality Score

This tender provides a clear objective but critically lacks detailed documentation and explicit evaluation criteria, significantly hindering transparency and fair competition. The absence of any attached documents is a major concern.

Score Breakdown

Legal Compliance100/100

The tender indicates an 'open competition' below threshold and references standard public procurement regulations for eligibility. However, the complete absence of tender documents makes it impossible to verify full compliance with national procurement laws regarding transparency, detailed requirements, and explicitly stated mandatory exclusion grounds.

Absence of full tender documents makes comprehensive legal compliance verification impossible.
No specific mandatory exclusion grounds are explicitly stated, relying on general bidder expectation.
Clarity40/100

The overall objective and the nature of the service (museum exhibition design for a funding application) are clearly stated. However, the specific scope of work, expected deliverables for the 'interpretation plan' and 'concept designs', and detailed submission instructions are not provided.

Lack of detailed scope of work for deliverables (interpretation plan, concept designs).
Absence of specific instructions for bid submission beyond the deadline.
Completeness83/100

This is the weakest aspect. The tender explicitly states 'DOCUMENTS (0 total)' and 'No document content available'. This means crucial information such as detailed specifications, terms and conditions, contract draft, and evaluation criteria are entirely missing, making the tender incomplete.

Critical absence of any attached tender documents.
Missing detailed specifications for the required services.
Fairness60/100

The absence of detailed tender documents and explicit evaluation criteria creates a significant risk to fairness. Bidders cannot adequately understand what is expected or how their proposals will be judged, potentially disadvantaging those without prior knowledge or informal access to information. While no explicit tailoring is evident, the lack of detail could implicitly favor incumbents.

Absence of explicit evaluation criteria compromises fair and objective assessment of bids.
Lack of detailed documentation creates an uneven playing field for potential bidders.
Practicality40/100

The estimated value of 12,000 EUR for 6 months of specialized museum exhibition design work, including an interpretation plan and concept designs for a significant funding application, appears potentially low. This could limit the pool of qualified bidders. The 'Innovation Focus' characteristic is noted but not elaborated upon, making it difficult for bidders to address practically.

Potentially insufficient estimated value for the described scope of specialized work over 6 months.
Lack of practical guidance on how 'Innovation Focus' should be addressed in bids.
Data Consistency100/100

The provided data is internally consistent. The title, description, and extracted requirements align with the stated purpose of appointing a museum exhibition design company.

Sustainability25/100

The tender does not include any specific green procurement or social criteria. While the project itself (museum redevelopment) has cultural heritage benefits, there is no explicit mention of environmental or social sustainability requirements for the contractor's services or operations.

Absence of explicit green procurement criteria.
Absence of explicit social criteria.

Strengths

Clear project title and objective.
Open competition procedure.
Estimated value disclosed.
CPV code provided.

Concerns

Critical absence of any attached tender documents.
Missing explicit evaluation criteria.
Lack of detailed scope of work and deliverables.
Potentially insufficient estimated value for the specialized services.
Absence of explicitly stated mandatory exclusion grounds.

Recommendations

1. Publish comprehensive tender documents, including detailed specifications, terms, and a draft contract.
2. Clearly define and publish the evaluation criteria and their weighting to ensure transparency and fairness.
3. Provide a more detailed scope of work for the interpretation plan and concept designs, and review the estimated value for adequacy.
