Tender Quality Score

This tender provides a clear service description but is significantly hampered by the absence of explicit evaluation criteria and a lack of detailed mandatory exclusion, eligibility, and financial requirements in the provided summaries, impacting its overall quality and fairness.

Score Breakdown

Legal Compliance50/100

The tender defines the procedure type and CPV code appropriately, and no disputes are noted. However, the AI summary explicitly states a lack of specific mandatory exclusion, eligibility, and financial requirements, which are fundamental for legal compliance. The reveal date is also missing, preventing full assessment of deadline reasonableness from publication.

Lack of explicit mandatory exclusion grounds in AI summary
Lack of explicit eligibility requirements in AI summary
Clarity45/100

The service description and technical requirements are clear. However, the critical absence of specified evaluation criteria is a major clarity issue, as bidders cannot understand how their proposals will be judged. The lack of explicit mandatory exclusion, eligibility, and financial requirements in the AI summary also points to potential clarity deficiencies in the full documentation.

Missing evaluation criteria
Lack of explicit mandatory exclusion, eligibility, and financial requirements in AI summary
Completeness40/100

While basic information, deadlines, value, and duration are provided, the tender is significantly incomplete due to the explicit absence of evaluation criteria. Furthermore, the AI summary indicates that mandatory exclusion, eligibility, and financial requirements are not explicitly stated, which are crucial components of a complete tender package.

Missing evaluation criteria
Lack of explicit mandatory exclusion, eligibility, and financial requirements in AI summary
Fairness35/100

The absence of evaluation criteria severely compromises fairness, as it prevents objective and transparent assessment of bids. The lack of an e-submission option also limits equal access and convenience for potential bidders. Requirements appear generic, not tailored.

Missing evaluation criteria
No electronic submission option
Practicality50/100

The tender lacks support for electronic submission, which is a significant practical drawback in modern procurement. A direct document URL is not provided in the basic information. However, the contract start date and duration are clearly specified, and estimated financing information is available.

No electronic submission option
No direct document URL provided in basic information
Data Consistency75/100

Most key fields are populated, and dates are logical. There are no reported disputes or suspensions. Minor inconsistencies include an empty 'Liable Person' field, missing codes for 'Type' and 'Procedure', and the ambiguous 'Value Classified: Yes' alongside a disclosed estimated value.

Empty 'Liable Person' field
Missing codes for 'Type' and 'Procedure'
Sustainability50/100

The service itself, providing creative mentoring for children in care, is inherently social. However, the tender documentation, based on automated checks, does not explicitly include green procurement criteria, broader social criteria for the provider's operations, or an innovation focus.

No explicit green procurement criteria
No explicit innovation focus
