Tender Quality Score

This tender for food waste caddy liners demonstrates good clarity in product specifications and includes a positive sustainability requirement for recycled content. However, significant concerns arise from the complete absence of specified evaluation criteria and the lack of electronic submission, impacting fairness and overall process transparency.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code appropriately, and there are no reported disputes. However, the explicit mandatory exclusion grounds are not stated in the provided text, which is a notable omission. The reveal date is missing, preventing a full assessment of the period between reveal and submission, though the period from today's date to the deadline is reasonable.

Missing explicit mandatory exclusion grounds
Missing tender reveal date in provided data
Clarity60/100

The product description, technical requirements, and sample submission instructions are detailed and clear. However, a critical flaw is the complete absence of specified evaluation criteria, making it impossible for bidders to understand how their proposals, particularly samples and pricing, will be assessed.

No evaluation criteria specified
Completeness65/100

Basic information such as title, reference, organization, value, duration, and location are well-defined. Requirements are detailed, but the tender is incomplete due to the critical omission of evaluation criteria. Additionally, one of the listed documents is irrelevant to this specific tender.

No evaluation criteria specified
One irrelevant document listed in tender documents
Fairness55/100

The tender value is disclosed, and requirements appear generic and not tailored. However, the absence of evaluation criteria severely compromises fairness and transparency, as bidders cannot objectively prepare their offers or understand the basis of award. The lack of e-submission also presents a barrier to equal access.

No evaluation criteria specified
No e-submission option
Practicality60/100

The contract start date and duration are clearly specified. However, the tender lacks support for electronic submission, which is a significant practical drawback in modern procurement. A direct document URL is also not provided, potentially hindering easy access to full tender documentation.

No e-submission option
No document URL provided
Data Consistency85/100

Key dates are logical, and there are no reported disputes or suspensions. The AI-extracted requirements are consistent with the description. Minor inconsistencies include an empty 'Liable Person' field and a missing code for the 'Open' procedure type.

Liable Person field is empty
Missing code for 'Open' procedure type
Sustainability70/100

The tender includes a positive green procurement aspect by mandating that liners contain more than 30% recycled plastic. However, it does not explicitly incorporate other social aspects or an innovation focus.

No explicit innovation focus

Strengths

Clear and detailed product specifications for caddy liners
